Short Term Adviser – Synthesiser and Fieldwork Leader
The HIV Cooperation Program for Indonesia (HCPI) is funded through the Australian Government, Department of Foreign Affairs and Trade (DFAT). This is an AUD72million project and is DFAT’s principle HIV prevention program in Indonesia. The project’s purpose is to help Indonesia plan, develop and implement an effective response to HIV.HCPI is entering its final year of implementation, with program activities expected to be completed by October 2015. In response to this there are reviews being undertaken by DFAT regarding programs that may follow-on from HCPI. One activity as part of these reviews is a Political Economy Analysis to better understand the nature of the public provision and how the Government of Indonesia (GoI) might continue to address the health challenges in Tanah Papua. This study can help to inform where assistance can be most effective.
HCPI proposes to hire Short-Term Advisers to undertake this review with a particular emphasis on healthcare provision (and can thus prioritize analysis of health services) it is also intended to serve as an analysis of public service provision in general.
Purpose of Role
The Synthesiser and Fieldwork Leader will draw together the different elements of the study — the analytical framework, the methodology, the case study material, and policy implications.
Duration
It is expected that the contract will commence in mid-March 2015 with submission of a draft report by mid-April 2015, and a final report by May 2015, and will require 42-days input.
Minimum experience required
The Synthesiser and Fieldwork Leader will need to demonstrate the following abilities:
- Qualifications in a field relevant to political and social analysis and/or demonstrated ability to carry out such analysis
- Strong writing skills
- Work experience in Tanah Papua, ideally connected to the education and health sectors
- Ability to lead a team of researchers in the field
- Ability to draw together the different elements of the study — the analytical framework, the methodology, the case study material, and policy implications. In this respect, the consultant should have a good understanding of development issues in Tanah Papua particularly with regards to education and health and the region’s political and social systems.
