Homestay Coordinator

Position: Homestay Coordinator
Salary: IDR 91,768,705 annually
Location: Surabaya - East Java
Reports to: Director of Programming and Training
Closing date: Monday February 2, 2015

STATEMENT OF WORK
General Description: The Homestay Coordinator is responsible for the promotion and implementation of the homestay program for Volunteers’ permanent sites and Trainees’ Pre-Service Training sites. He or she will oversee the program and direct the search, interviews, and final selection of all host families and alternate host families. Under the direction of the responsible Regional Managers (permanent sites) and the Training Manager (PST sites) they will provide ongoing support and feedback to both host families and Volunteers. They will also provide administrative and logistical support to host family and site-related work for the Program and Training Unit. Travel for extended periods of time is required, including extended stays at the training site before and during Pre-service training.

Major Duties and Responsibilities:

Homestay Program Development and Management
  • In coordination with PC staff, develop a written strategy and specific guidelines for the design and implementation of the homestay program at permanent sites and during Pre- Service Training.
  • Act as a resource, informant, and liaison for all community-related activities, matters, and issues.
  • Develop a written host family selection strategy, considering Peace Corps standards in other countries, as well as the cultural and environmental context of Indonesia.
  • Work with Regional Managers and other staff to develop and manage the homestay program budget including travel costs and host family payments.
  • Review and revise as needed Homestay Handbooks for host families and Volunteers.
  • Maintain regular contact with volunteers and host families, including visits and providing support and assistance throughout the program to both host families and volunteers as needed.
  • Advise Volunteers on and coordinate solutions regarding Volunteers’ financial contributions to host families; liaise between host families and schools to coordinate school contributions as necessary.
  • Fully apprise Regional Managers/Training Manager of all issues, conversations, and matters related to Volunteers and host families.
  • Maintain accurate and complete files on host families (contact information, interview forms, questionnaires, list of host families to use and not use again, etc.), to include updating host family information in Peace Corps systems, and coordinating with all relevant staff in collecting and maintaining files.
  • Make suggestions for improvements to the homestay program. Record in written form and provide a debriefing to relevant staff.
  • Design, develop, and implement new initiatives under the Homestay Program as appropriate.
Host Family Selection and Training
  • Coordinate Host Family Selection visits with Regional Managers, Peace Corps Medical Officer (PCMO), and Safety and Security Manager SSM on a representative sampling of potential host families.
  • In collaboration with the Regional Managers, PCMO, and (SSM), review and maintain a list of health and safety considerations for Volunteers’ host family placements.
  • Participate in Site development visits and meetings; present Host Family Selection guidelines and procedures.
  • Meet with local school directors, teachers, health center directors and staff, and relevant community leaders to identify potential host families.
  • Report all host family visits to Regional Managers ensuring they are fully aware of all issues.
  • Plan, arrange, and visit potential host families, including visits by current PCVs to all host families.
  • Confirm that host family selection forms are completed by the relevant staff, ensuring that families meet criteria set forth.
  • Provide potential host families with overview material on the Peace Corps as an organization, and the Peace Corps program in Indonesia, homestay program, the selection process, schedule, and their roles and responsibilities as host families.
  • In coordination with PC program and training staff, review selection forms and checklists and choose the final host families (with several alternates).
  • Plan and organize regional host family training in coordination with PC staff and Volunteer training on navigating cross-cultural and other host family issues.
  • Prepare Host Family profiles for Site Announcements.
  • Other duties as assigned.
Safety and Security
  • Per Manual Section 270, all members of the Peace Corps staff must be familiar with the Emergency Action Plan, their responsibilities in the event of an emergency, and with the procedures for reporting and responding to safety and security incidents.
  • Assists the Training Manager in developing, assessing, and redesigning competencies and training sessions as required. Evaluates and reports Volunteer/Trainee acquisition of safety and security competencies. Supports the safety and security systems that are in-place for pre-service training, including reinforcing Trainee roles and responsibilities related to personal safety and security. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons, or articles.
Medical and volunteer health
  • Assist the PCMO in identification and setting up space/room for immunization
  • Overseen storage for immunization/training materials to be used throughout the training session.
  • Work with the PCMO on the disposal of used supplies during the immunization process.
Occasional Money Holder
  • The PSC may be required to courier cash and/or purchase orders to various vendors who furnish supplies and/or services to PST/IST training site, or other locations as directed by the DMO. The PSC may also be required to courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official, but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.
Roles and Resources:
  • Supervision received: This is supervised by the Director of Programming & Training (DPT).
  • Available guidelines: Peace Corps manual and related handbooks; directives and instructions from the DPT and PC Washington.
  • Exercise of judgment: Expected to exercise sound judgment in fulfilling all duties as outlined in the SOW and able to demonstrate flexibility in meeting multiple requests simultaneously.
  • Authority to make commitments: None
  • Nature, Level, and Purpose of Contacts: In the fulfillment of duties, the incumbent will interact with PC Staff, Volunteers, vendors, US Embassy personnel, Indonesian ministries, and contractors. All contacts must be carried out in a professional and courteous manner.
Qualifications
  • University degree in any subject;
  • Work experience designing and delivering adult training and education is preferred;
  • Good command of written and spoken English as well as native ability in spoken and written Bahasa Indonesia;
  • Strong cross-cultural and interpersonal skills; demonstrated excellent teamwork;
  • Excellent computer skills including word processing and spreadsheet programs;
  • Good organization, time management, and communication skills;
  • Positive attitude towards leadership, collaboration, public service, the development of Indonesia, personal integrity;
  • Ability to work on a regular Monday through Friday schedule with occasional evening and weekend hours when necessary; willingness to travel throughout Indonesia up to 50% of the time;
  • Demonstrated experience working at the community level;
  • Willingness to travel throughout Indonesia and internationally as required;
  • Experience working with Americans or other native speakers of English preferred; previous Peace Corps experience will be an asset;
  • Must be able to obtain a security clearance, must have or be willing to obtain a passport and must be eligible for a visa to visit the United States if necessary.
