Position : Consultant for Comparative Study of France’s
Criminal Justice System
Language : French and Bahasa Indonesia
Duration of Contract : 7 days
I. BACKGROUND
The
Government of Indonesia has completed the drafts of KUHP (Criminal
Code) and KUHAP (Code of Criminal Procedure). In the second drafts of
KUHP and KUHAP, there are various issues that might impact the effort of
corruption eradication. KPK continuously monitors the compiling process
of the drafts through advocacy and legal reform program that expected
to reform government’s policy related with criminal law reform.
One
of the activities that are part of Advocacy and Legal Reform programs
is continuing legal education in the form of field study to strengthen
anti-corruption movement. The study will involve legal experts and
practitioners from countries that have similar legal systems with
Indonesia. One of the countries chosen for the comparative study is
France. The legal systems in those countries have historical bonding
with Indonesian and the drafts of KUHP and KUHAP that are being
discussed by the Government of Indonesia adopted many legal views from
France.
The
main focus of the study is topic that is related with criminal justice
system. Through this activity, participants will obtain more knowledge
and experience related with strategic issues that affect the effort to
eradicate corruption and KPK as anti-corruption institution.
The
comparative study will be a relevant effort to compare the concept or
idea in the drafts with actual conditions in Netherlands and France. The
activity will be valuable for KPK’s study on KUHP and KUHAP drafts.
In
order to conduct the activity, support from a consultant is needed. The
consultant will assist the delegation to interpret all of the
discussions during the field study from French to Bahasa and vice versa.
The consultant will assist MSI-SIAP 1 to arrange accommodation and
transportation for the delegation during the visit.
II. SCOPE OF WORK AND ACITIVITIES
- Arrange accommodation and transportation in France and coordinate with MSI-SIAP 1 regarding with administrative preparation required (3 days)
- Preparation meeting with delegation 1 day before the field study starting to brief group on schedule and prepare all of the document s and materials needed (1 day)
- Conduct interpretation during 3 days of field study and Support KPK to compile material for training/sharing/that is relevant with the objective of the study (3 day)
III. CONSULTANT’s REQUIREMENT AND SPECIFICATION
- Fluent in French and Bahasa Indonesia
- Familiar with Indonesian and French Law and Legal terms
- Capable to organise events especially for accommodation and transportation arrangement
