BACKGROUND
Komisi Informasi Pusat (KIP) has
improved its service in handling transparency of public information disputes.
Recently, KIP has more than 25 local offices at the provincial and district
levels. However, KIP does not have an integrated case management system yet that can
track the process of public information disputes both at the central and
provincial levels. The integrated and automated system is needed to monitor the
performance of KI in each area. Both central and district KIs
are expected to be able to monitor all cases of public information disputes through the
system. The integrated case management system will allow for analysis to
determine which public institutions have already applied information disclosure
laws.
In this regard, MSI-SIAP 1 plans
to support KIP in enhancing its capability of case management in support of
both central and provincial-level Commissions. As a prelude to developing the
case management system, MSI-SIAP 1 is procuring the services of a Consultant to
assess the technical requirements required to develop its system and develop a
case management systems action plan. Moreover, the Consultant will assess the
initial database system in order to gain insights that need to be addressed in
drafting the Standard Operating Procedures (SOP) of the new system. The draft design
of requirement on the new system and SOP is expected to become a
basis in establishing the integrated case management system.
Following this design, MSI SIAP 1
will procure the services of an IT Consultants to develop an integrated case
management system (CMS) based on the design and SOP that have been developed
earlier. The output of her/his work should be a user-friendly tool for tracking
all cases of information dispute settlement at both central and provincial levels.
Moreover, the Consultant will provide a technical module/guidance book and deliver
training for transfer of knowledge to the IT staff of KIP.
SCOPE
OF WORK:
A.
Objective:
An integrated and automated KIP case
management systems developed, and KIP IT staff trained and able to
independently use the application.
B.
Activities:
1.
Fifteen (15) days for:
a.
Doing analysis and
interpretation to the CMS design and SOP;
b.
Design, Coding and
Modification of case management system, including user need analysis, System
information modification with reference to the design provided by KIP;
c. Present the application prototype to KIP and MSI SIAP-1 for
approval.
2.
Thirty (30) days for:
a.
Upon the approval from KIP,
install the prototype to KIP’s computer to be tested with at least a month;
b.
Refine the application
based on the feedback from KIP, deficiencies, or other technical problems;
c. Develop user manual;
3.
Ten (10) days for:
a.
Develop training manual
b.
Deliver training to KIP on
using the integrated case management application;
c.
Provide technical
assistance to KIP staff;
4.
Five (5) days for:
a. Develop 4 additional features (maximum) to KIP’s integrated
case management system based on follow-up requests from KIP
b. Develop
a Master Plan for further improvement of the integrated case management system,
including inter connection analysis to another organization both other
Ministry/Department and Local Branches of KI, preparing roadmap and action plan
for sustainability after technical assistance program;
c. Provide technical assistance on improving data processing
(incoming case), data management, data analyzing and data placement at the
e-complaint to improve the system’s user friendliness.
d. Provide report to MSI SIAP 1 and KIP
GENERAL:
1.
Prototype shall be legal,
not pirated;
2.
Prototype shall passes
trial stage, and be ready for use before installation;
3.
Shall be single source
(only one system information/master in National level) and can be used by other
government agencies if needed;
4.
Shall be designed to have a
minimum of three customize different (customer connection) spaces to be used
for internal KIP, other local levels for first implementation;
5. Shall be able to be connected to and installed at KI local’s
website.
6. Provide
maintenance services on the integrated case management application for a year
(after sign off by both sides) by conducting regular visit to
IT Team in KIP in order to provide advises and trouble-shooting
DELIVERABLES
1. Approved application scheme plan;
2. Prototype of the integrated case management application;
3. Final CMS application;
4. User manual;
5. Training module;
6. Training report;
7. Master plan for further improvement the CMS application;
8. Monthly report on
maintenance service to KIP.
Qualifications
1.
Be a professional consultant in case management system with at
least 5 years experience
2.
Demonstrated experiences in
developing case management systems
3.
Has a good communication and good personalities
4.
Has an experience working with government agencies is preferred
