International Relief and Development (IRD) Is Seeking a Team Leader for AIFDR-2, Jakarta

International Relief and Development (IRD) is seeking a Team Leader for AIFDR-2.  The overarching goal of AIFDR-2 is to save lives and reduce the economic impact of natural disasters on communities by increasing the capacity of national and local governments for disaster preparedness and to strengthen community resilience to disaster shocks.

The Team Leader will represent IRD in-country and lead a team of LT and ST advisers throughout the country.  The Team Leader will be required to build a strong network with a range of partners, including national and sub-national disaster management agencies, other national and sub-national GoI stakeholders, non-government and civil society representatives. 
Responsibilities include:
  • Contribution to the strategic direction of AIFDR2.
  • Oversight of two technical streams within DRM-CREATE: (i) Capacity development support at the national and sub-national level; and (ii) Building community resilience.
  • Oversight of Knowledge Management and Monitoring and Evaluation for DRM-CREATE, ensuring a knowledge-to-policy approach throughout implementation.
    • Management of the performance of the DRM-CREATE team.
    • Development of Annual Program Plans and high quality program reporting.
    • Managing governance arrangements for DRM-CREATE and ensuring appropriate protocols for engagement. 
    • Facilitating regular reporting and planning meetings with stakeholders to ensure ownership, engagement and alignment with DRM stakeholders.
  • Ultimate authority for DRM-CREATE risk management and contractual, budget, and spending outcomes.
Qualifications:
  • Post-graduate degree in a relevant field.
  • 10+ years of experience in international development and disaster risk management.
  • Demonstrated ability to build strong networks with diverse stakeholders at both the national and sub-national level.
  • Experience in strategic leadership and management of large development programs, including managing M&E systems and bilateral donor reporting requirements.
  • Exceptional communication and interpersonal skills.
Preferred:
  • Experience in disaster risk management in Indonesia.
  • Competency in Bahasa Indonesia.
