RENSTRA Economic Advisor - Indonesia

Chemonics International Inc. seeks a RENSTRA Economic Advisor for the USAID-funded Indonesia Marine and Climate Support (IMACS) Project. The goal of the IMACS Project is to contribute to the sustainable management of Indonesia's marine and coastal ecosystems. The objective of the assignment is to assist the Ministry of Marine Affairs and Fisheries (MMAF) in the implementation of their recently drafted Renstra Strategis (strategic plan, RENSTRA) 2014-2019. 

This position is short-term and based in Jakarta, Indonesia, from February – March 2015 for approximately 40 working days.

Responsibilities
The role of the RENSTRA Economic Advisor will be to provide economic advice to a team of four specialist writers (in the fields of Capture Fisheries, Aquaculture, Fish Processing and Market Development, and Marine Affairs) tasked with writing a report for MMAF on Development Planning over 2015-2025. The report will be prepared around four themes: Capture Fisheries, Aquaculture, Fish Processing and Marketing, and Marine Affairs. It will harmonize with the Government’s vision for the development of marine affairs and fisheries but go beyond the current planning period of 2014-2019.

The RENSTRA Economic Advisor will provide key inputs to assist the team of four specialist writers (in the fields of Capture Fisheries, Aquaculture, Fish Processing and Market Development, and Marine Affairs) in writing a report for the Ministry of Marine Affairs on Development Planning over 2015-2025.

In doing so, the RENSTRA Economic Advisor will complete the following tasks:
  • Review the strategic planning framework and provide inputs related to analytical methodologies within the framework and overall relevance to economic policy;
  • With support from the Strategic Planning Consultant, provide appropriate analytical tools and methodologies and provide guidance to each specialist writer, including guidance prior to writing and ongoing coaching;  
  • Communicate the content of the analytical methodology and guidelines and, if necessary,  refine the guidelines after consultation with the team of writers; 
  • Critically review draft material prepared by each writer with a view to identifying how to strengthen economic analysis; 
  • Meet with each specialist to discuss how best to supplement their work; and 
  • Conduct statistical analysis and provide text that covers the economic analysis for each
Qualifications
  • PhD in economics, with a speciality in Public Finance preferred 
  • Experience in strategic planning and policy analysis essential 
  • Minimum 5 years of relevant experience at senior academic level, high-level government official, international consultant, or industry professional 
  • Experience working in teams comprised of experts and senior academics  
  • Strong experience with statistical analysis methodologies, models, and techniques essential 
  • Familiarity with MMAF governance systems and roles of key stakeholders in the area of national development plans as well as local-level planning and coordination 
  • Strong communication skills, both interpersonal and written essential 
  • Excellent written and spoken Bahasa Indonesia and English required.
