Background
Australia’s Education Partnership with Indonesia (the Education Partnership) is currently the largest intervention funded by the Australian Government anywhere in the world. Through the Education Partnership, Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the Indonesian five-year plan (2010 – 2014) and five-year plan (2015 – 2019). The Education Partnership builds on the successes of previous Australian Government support to the Indonesian education sector by strengthening government systems.

Under the Education Partnership, there are three managing contractors and the largest, School Systems and Quality (SSQ) contract, is managed by Cardno Emerging Markets. SSQ covers three components, each relating to a different aspect of the Education Partnership.
Each of the SSQ-supported components is national in scope, supporting existing government structures.

Component 1 focuses on strengthening systems for infrastructure development within the education sector — specifically, supporting MoEC to assure construction quality of new junior secondary schools.

Component 2 is centred around the professional development of school and district management, particularly school principals, supervisors and district education officials, and design and implementation of a school induction program for schools built under Component.

Component 3 supports the MoRA’s five-year plan to achieve universal national accreditation of private madrasah (Islamic schools) in the Islamic education sub-sector.

The Program Support Office, assists all three components in the operations of their activities by providing financial, human resources, information technology and general administration support.

Position Purpose
To carry out finance related activities, process accounts and quality assure the accounting transactions in the Finance Section of SSQ. The Finance Officer is also responsible for supporting the Finance Manager to implement the procedures in the Admin Manual of the Program and Cardno Emerging Markets Accounting Policies and Procedures.

Project Tax and Financial Management and Administrative Support:
  1. Assist the SSQ Finance Manager and/ or Senior Finance Officer in the preparation and submission of project monthly financial accounts and supporting documentation, including tax information required by e-SPT software.
  2. Prepare monthly income tax and withholding tax payments before the 10th in the following month.
  3. Prepare monthly income tax submissions for Project staff.
  4. Assist in the data compilation and preparation of Annual Personal Income Tax Returns (SPT Tahunan PPh 21) for Project staff.
AEPI SSQ Office Tax and Financial Management and Administrative Support:
  1. Assist the Finance Manager as required with filing of receipt for cashbooks, photocopying and binding, preparation of bank transfer forms, the management of petty cash and other financial and office administration.
  2. Assist with the administration, data compilation and tax calculation of Cardno Indonesia Representative Office monthly tax returns, including income tax, withholding tax articles 21, 23 and 26, and VAT. This includes preparation of SPT Masa and Daftar Bukti Potong, and administration of Bukti Potong and SSP forms received from various projects.
  3. Assist in the data compilation and preparation of Annual Personal Income Tax Returns (SPT Tahunan PPh 21) for Representative Office staff and Corporate Income Tax Returns (SPT Tahunan PPh Badan) for fiscal years.
  4. Ensure that all monthly hard copy and soft copy (e-SPT) tax returns are physically lodged with the tax office in a timely manner.
  5. File hard copy monthly tax returns in accordance with Cardno procedures.
  6. Each month, file and send the WHT to vendors, translators, casual staff and suppliers.
Finance and Accounting:
  1. Check payment vouchers received from components for sufficient evidence.
  2. Daily input financial transactions into MYOB accounting software.
  3. Prepare payment vouchers via e-banking transactions, and have them signed by authorised signers.
  4. Prepare cheques as required and arrange for distribution of signed cheques.
  5. Manage the scanning of payment vouchers process and rename all scanned files.
  6. Reconcile the Fixed Asset Register to MYOB bi-monthly.
Other: Provide assistance to other areas of the Program as requested.

Job Other Requirements
​Key Requirements for the Position
  • Diploma or degree in accounting or finance, preferably with a minimum of three years’ work experience in an international organisation;
  • Demonstrated experience in the preparation of compliance returns in respect of Personal Income tax, Withholding tax and Value Added Tax;
  • Knowledge of development assistance contracts and projects, in particular those funded by the DFAT (formerly AUSAID),
  • Ability to prioritise, plan and organise workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities;
  • Prior experience verifying financial transactions, particularly expenses allocation and validate supporting documents
  • Prior experience monitoring fees payments to consultants, invoices, etc
  • Prior experience preparing payment vouchers, bank cheques and bank slips for processing
  • Gather and analyse data, make payments and input all tax obligations and payment (income tax article 21/26, income tax article 23/26, income tax article 4(2) and VAT)
  • Ability to interact effectively with national and international personnel;
  • Good working skills on MS Office programs, knowledge of MYOB accounting software, with working knowledge of e-SPT software(s);
  • Able to work in a team or independently as required
  • Good level of proficiency in spoken and written English skills, fluent in Bahasa Indonesia.
