Background
MDPI Foundation - was founded in
July 2013 as an independent foundation focused on achieving responsible and
sustainable fisheries activities and attempting to provide ongoing care for the
conservation of fisheries resources and ecosystems of Indonesia and the region.
These attempts towards sustainability are specifically focused on small scale,
artisan fisheries. MDPI additionally focuses on supporting the development of
the fishing communities and supply chains which are related to these fisheries,
through programs which aim to support economic improvements and social
stability for the people. Until now MDPI has worked
predominantly on tuna related projects but is widening its scope to use its
‘fishing’ and ‘living’ approach on various other fisheries (yellowfin tuna,
skipjack tuna, baby clam, blue swimming crab, mud crab), specifically small
scale, throughout communities in Indonesia.
SCOPE OF WORK
Data Collection /Port Sampling
The entire team (including the team leader and Site
Supervisor) will be responsible for insuring that the data collection
activities within the site are maintained. The following aspects should be
maintained at a high level:
- Port sampling is carried out to the highest standard possible, following the guidelines as have been previously communicated through training. The methodology of the port sampling shall closely follow the methodology outlined in the Port Sampling Protocol.
- Uploading of data reports to the I-Fish database are managed in a timely fashion and with a high standard of pride with regards to the quality of the data
- Maintaining a monthly summary report and ensuring that the data submitted to this report is as extensive as possible
- Completing Endangered Threatened and Protected species interaction forms with a high standard of professionalism, following the specifications as outlined in the protocol and following the standards as thought during training. These should uploaded to Dropbox/ I-Fish on a regular basis
- Giving input to the weekly work report with regards to job completion in the field, findings or extraordinary occurrences
- Ensuring that all documentation for completion of the monthly operational report is maintained and inputted correctly to the form. Ensuring that the monthly operational budget is maintained within the given limits
- Coordinating daily with the landing site staff/ suppliers/ processors and fishermen on the implementation of the port sampling program (MDPI: Port Sampling Protocol for Artisanal Handline Tuna, Indonesia)
- Actively engaging in MDPI activities as specified by management or supervisors, even if this is not directly related to data collection. E.gs include community engagement, landing site clean-up activities, meeting/ training attendance, logbook socialization
The Site Supervisor, supported by an enumeration team
leader will engage in the activities above, will ensure that the Data
Collection activities are being implemented in the correct way and are
following the MDPI objectives and those of the above mentioned project. Tasks
specific to the team leader are as below. The Site Supervisor should supervise
the proper implementation of these:
- Monitoring the standard of the port sampling and ensuring that the team members are conducting the activities to an appropriate standard
- Checking forms before being uploaded to the data storage I-Fish to ensure that the uploading process is only carried out on forms which are properly completed
- Ensuring that all boat unloading’s are recorded in a monthly summary report, even those which are not sampled. This should be done in coordination with the landing site owners/ suppliers.
- Monitoring the standard of the ETP data collection and ensuring that the data is uploaded to dropbox/ I-Fish as required
- Writing and submitting the weekly work report in collaboration with the team members
- Checking and submitting the monthly operational report and ensuring that priority is given to aspects which are essential for operational running of the office
- Communicating with the supervisor/ administrator and management on site specific problems and ensuring that solutions are found to these
- Transmitting communication from supervisor/administrator/ management to fellow team members and ensuring implementation or follow-up of any new items for given by management completion is fulfilled.
- Ensuring that additional field activities, as those examples given above, are completed satisfactorily and that the completion is reported back to relevant management on the activity
- Ensuring that specified deadlines within the monthly SOP are upheld and all required documentation or activities are carried out to the best standard possible.
Community Engagement/ Fairtrade Implementation
The Fairtrade USA draft capture fisheries standard is
currently under development with research, discussion and learnings from the
field all being integrated into a
standard which aims to provide access to the Fairtrade market for many small
scale fishers with the view to empowering these communities through economic
development and increased levels of social responsibility, while ensuring that
this process is always in line with the environmental stewardship required to
protect biodiversity and maintain healthy and viable stocks.
MDPI has already begun implementation of the draft FT
standard as a pilot program within 2 sites in the Moluccas.
The Site Supervisor would be required to understand
the Fairtrade standard and support the community engagement officer in the implementation
of the standard. This would include amongst others:
- Understanding the concept of Fairtrade and socializing this to the community; to fishermen suppliers and other community members
- Facilitation of fisher association meetings, aiding the fishermen in setting up systems for recording minutes, decision making etc
- Ensuring that the compliance criteria of the FT USA standards are implemented to a high standard (under the direction of the community engagement officer)
- Ensuring that the needs of the community are reported and that Fairtrade activities follow the needs of the individual community
- Attending co-management meetings at which the needs and views of the fishermen are communicated to other stakeholders of the fishery
- Implementing systems which ensure
that the environmental standards specified within the FT USA standard are
followed according to instruction and direction from sustainability officer.
Responsibilities:
- He/ she has the responsibility to make decisions regarding the site below his/her control and must work closely with the line manager to ensure that all activities are implemented as specified above in the roles of team members and team leaders within the site of his/her control.
- The Site Supervisor should be able to manage the staff; the team leader and the team members to carry out their specific tasks and to ensure that all measures within the above specified project are carried out to the highest standard possible and that specified deadlines within the monthly SOP are upheld.
- The Site Supervisor is responsible for allocating the staff to specific tasks and ensuring that there is an even division of work tasks between the various team members
- The Site Supervisor may also be requested to:
- Involve in trainings/ meetings
- Organize events as specified by management
- Involve and manage community engagement programs within his/her area of work
- Coordinate with management.
The
Site Supervisor will report directly to the Sustainability Coordinator in regular basis. Below are the minimum necessary reporting
requirements:
- Weekly report
- Activity report (e.g. workshop, meeting with other stakeholders, etc.)
- Trip Report
- Administrative Report (trip request, leave and time off compensation request, cash advance)
- Bachelor degree in fishery or social studies
- Have good knowledge/ understanding of community engagement
- Understand basic fisheries management principles and how these should be implemented
- Be proficient in the use of computers (Microsoft office, email at a minimum)
- Have a good level of English (frequent reporting and interaction to English speaking stakeholders may be required)
- Have strong report writing abilities
- Have ability to communicate well in varied situations (with fishermen in rural Indonesian landing sites, with business partners from large processing facilities/ international buyers, with government officials)
