Operations Manager

General Objective

CBM is an international development organisation whose primary purpose is to improve the quality of life of the world’s poorest persons with disabilities and those at risk of disability. CBM works with partner organisations in low-income countries to develop and ensure that persons with disabilities and their families have ready access to affordable and comprehensive health care and rehabilitation programmes, quality education programmes and livelihood opportunities. Working with persons with disabilities, CBM advocates for their inclusion in all aspects of society, and for the inclusion of disability in international cooperation.

Position Objective

Reporting to the Country Director, the job holder will manage the administrative and financial operations of the CBM Indonesian Country Office (CO), ensuring and contributing to timely, efficient and effective support for the CO as a whole. He or she will oversee the effective functioning of the CO’s financial systems and review, develop and implement administrative policies and systems ensuring compliance with local regulations. The Operations Manager will also be responsible for human resource management and will supervise administrative and finance staff. The job holder will also ensure close coordination and co-operation with the Regional Office in all functional areas.

Duties and Responsibilities
1. Administration
  • Document and maintain updated operational processes and procedures. Initiate and lead regular reviews to ensure clarity, effectiveness and efficiency 
  • Review and ensure compliance with all legislative and regulatory requirements including insurance, taxation, finance and immigration
  • Ensure internal compliance with all operational requirements
  • Oversee and handle high-value contract negotiations with suppliers as necessary
  • Provide oversight of IT systems, in coordination with the Programme Officer/Technician
  • Oversee and update bi-monthly activity and travel schedule in coordination with others as required
2. Finance
  • Ensure internal compliance to CBM finance policies and procedures by all staff 
  • Oversee monthly financial reporting and budget monitoring
  • Develop regular financial reports to CBM’s government partners, in coordination with the Programme Manager
  • Prepare the annual personnel and operations budget, in close consultation with the Country Director and Finance Officer
  • Provide input to budgeting for programme activities, as requested
3. Human Resources
  • Develop and maintain HR policies and procedures that are compliant with local regulations and CBM standards 
  • Develop, implement and maintain updated capacity development plans for all staff, in consultation with supervisors and staff
  • Develop and update terms of references and job descriptions for employees, consultants and contractors in consultation with others as appropriate
  • Coordinate selection and recruitment processes, including screening, interviewing and contract negotiations in line with CBM standards
  • Coordinate induction and orientation measures for new staff
  • Maintain and review all aspects of renumeration including salary benchmarking, benefits and job evaluation processes
  • Oversee completion of employment separation procedures and coordinate with the Finance Officer on final payments of salaries and other benefits
  • Ensure CO compliance on Child Safeguarding, inclusive employment, compensation and other issues in line with local regulations and CBM standards
  • Oversee the annual performance appraisal system in coordination with the Country Director and Programme Manager; coordinate the implementation of personnel improvement plans.
  • Oversee implementation of safety and security training and management, including the development of SOPs and travel tracking
  • Coordinate and update reports on personnel statistics and staff training and development
  • Provide effective supervision of administration and finance staff
4. Other Duties
  • Coordinate with CBM’s Regional Office in Manila on all related administration, finance and HR matters to ensure policies, procedures and practice are harmonised and streamlined when possible 
  • Provide support to the Country Director specific to the operational requirements of his/her position
  • Oversee implementation of monthly staff meetings
  • Oversee implementation and compliance with CBM international operational projects and reporting as required
  • Perform other related duties as required
  • Act as a member of Country Office management team
Position Requirements
Educational Qualification and Work Experience:
  • A degree in business administration, management, financial/HR management or related field 
  • At least ten years relevant work experience (preferably in the development or disability sector), five years of which in a management role 
  • At least five years experience in financial administration
  • Demonstrated experience in establishing, reviewing and strengthening human resource management in NGOs
  • Capacity to manage complex workload co-operatively
  • Excellent interpersonal skills with the ability to develop and maintain strong cross-cultural professional relationships
Other Competencies and Skills Requirements:
  • High degree of accountability 
  • Very strong communication skills in both oral and written English and Indonesian
  • Excellent organisational and coordination skills
  • Team player with strong interpersonal skills and a demonstrated ability to motivate people
  • Ability to proactively anticipate any potential issues or risks and submit appropriate recommendations to address them
  • High level of professionalism, maturity and integrity when dealing with sensitive information and issues
  • Proficiency with MS Office (Word, Excel, PowerPoint and Outlook)
  • Willing to work long hours when necessary
  • Experience with working with people with disabilities, and the disability-inclusive development sector a considerable advantage
  • Computer skills in Excel, Word, email and database management
  • Commits to CBM’s Child Protection Policy
