for a Senior Disability and Rehabilitation Specialist at NLR Indonesia
Netherlands Leprosy
Relief (NLR), with head office in Amsterdam, is a professional organisation
working in the field of leprosy and disability in 16 leprosy endemic countries.
Each year, around 219,000 people globally are diagnosed with leprosy. Indonesia
ranks number 3, with relatively high disability rates. NLR has been supporting projects in Indonesia
since 1967. The main partner of NLR Indonesia is the Ministry of Health (MoH). Activities
are coordinated with MoH and are aligned to MoH requirements and priorities. At
provincial level, the provincial health services are important partners.
Next to supporting
leprosy control, NLR Indonesia’s disability and rehabilitation program aims to
support and advance holistic, community-based rehabilitation and sustainable
inclusive development for persons with disabilities, including people affected
by leprosy. Prevention of disability, medical rehabilitation, home-based (self-)
care and access to referral for persons affected by leprosy is one important
part of our work. Mainstreaming of services and inclusion of persons affected
by leprosy into general disability and development programs is another focus.
We work closely with a number of local Non Governmental Organizations (NGOs)
and Disabled Persons Organisations (DPOs) and with other important stakeholders
such as Universities and Hospitals.
We are looking for
an Indonesian national to work as our Senior
Disability and Rehabilitation Specialist, starting 1st of March 2015
or latest 1st of April 2015. Initial contract is for a duration of
one year.
Duties
and Responsibilities
The Senior
Disability and Rehabilitation Specialist (SDRS) will work within the framework of
the NLR support to the National Leprosy Control Programme of the Republic of
Indonesia, reporting to the Country Representative of NLR Indonesia. He/she will be
responsible for the overall management of the Disability and Rehabilitation programme
at NLR Indonesia.
Duties include planning,
development of strategies and design of programmes, projects or research, monitoring
and evaluation. A strong focus is put on development and piloting of innovative
approaches. Insight and experiences gained from these pilots are documented and
shared through (scientific) publications and presentations.
The SDRS will
engage in national and international networking and the development of local
partnerships. He/she will oversee , advise and assist the implementation of
projects through local partners, and identify needs in organisational
strengthening of partners and beneficiary organisations where needed.
The SDRS will be
involved in institutional fundraising by identifying funding opportunities and
designing and writing proposals in English. He/she will be responsible for
reporting to external agencies in line with their requirements. The management
of external funded projects or research includes design and monitoring of
multi-year budgets.
The SDRS will have
further responsibilities upon request to support and advise NLR Indonesia and
International on issues in the field of Disability and Rehabilitation,
including the provision of documentations, analyses and assessments.
Key
requirements
- We are looking for an Indonesian National with a strong background in disability and good knowledge in leprosy. He/she must have working experience with project management, M&E, networking and partnering with DPO/NGO, community based rehabilitation /DID and research. Good understanding of medical rehabilitation is desired.
- The candidate should at least have a master degree with at least 5 years work experiences at managerial level or have a bachelor degree with at least 7 years of work experiences at managerial level.
- The candidate should be fluent in Bahasa and in English and have very strong written and spoken communication skills. S/he must be equipped with creative and analytic thinking with proven ability to develop and design project documents including: proposals, Term of References, monthly, biannual and annual reports on progress, project status, resource requirements and future plans.
- As head of the DAR unit, s/he is required to have good leadership and teamwork skills with demonstrated ability in applying good judgement and decision making skill. Cooperation with all relevant stakeholders, including persons affected by leprosy and those with other disabilities, and close contact and regular communication with MoH is a prerequisite.
- Regular traveling throughout Indonesia will be the norm and can take up to 50% of the working-time. The candidate must accept occasional work and travel outside regular office times.
- The station of duty is in Jakarta. We are offering a full-time job; remunerations are competitive and in line with comparable INGOs .
