BACKGROUND
Management Systems International (MSI) as the implementer of the
Strengthening Integrity and Accountability Program known as SIAP 1, which is
funded by USAID, has an objective to contribute good governance in Indonesia by
strengthening integrity and accountability in government, principally at the
national level.
The GOI Agency needs to acquire high level of competency of its
human capital in order to meet its target and objectives. The Agency’s staff
composition must be in accordance to the required competencies, which are the
behavior competence and the technical competence. To ensure continuous
improvement in staff’s knowledge and skill that are always up to date, various
methods of education and training are needed to support the work of the Agency.
These education and trainings are designed and begun through the process of
analyzing needs, resulting a proper design of education and training for
organization, to support the organization in achieving a more effective
strategic plan each year.
It has come to a realization a consultant is
needed to assist establishing a unit of trainers inside the organization to
help developing abilities, competencies, work performance, and integrity of the Agency’s
staff, to implement the culture of anti-corruption and the values of the Agency. It will include the preparation of personals who will be carrying out the
task as speakers/instructors/teachers for various training activities either
organized by the internal or external operations, who meet the standards both
from within and outside the organization.
Activities
- Identify the existing training system of the organization (5 days)
- Determine, in consultation with Agency’s Commissioners, a vision for the training centre: venue for the training centre, topical coverage, beneficiaries, required human resources (7 days)
- Conduct a benchmarking analysis from a training centre abroad: establish the rules, analyze training standards (7 days)
- Conduct a benchmarking analysis from a training centre in Indonesia: establish the rules, analyze training standards (3 days)
Deliverables
The
following deliverables are expected to be included in one complete report,
which will consist of a 40-page document as well as a complete powerpoint
presentation, to be presented to the Agency’s leadership upon completion of the
assignment and after approval by MSI. The report will contain:
- Report of the existing training system
- A vision for future training centre (including sections on physical design, topical coverage of courses, beneficiaries, training volumes, and required human resources).
- A report of the comparative study with training centres from external organizations
