Background  Better Work is a unique partnership program between the International Labour Organization (ILO) and the International Finance Corporation (IFC). Launched in February 2007, it aims to improve labor standards and competitiveness in global supply chains.

Better Work involves the development of both global tools and country-level projects. The focus is on scalable and sustainable solutions that build cooperation between government, employer and worker organizations, and international buyers.  Improving labor standards in global supply chains is an important part of a pro-poor development strategy. Ensuring workers’ rights and entitlements are protected helps to distribute the benefits of trade.

Better Work supports enterprises in implementing the ILO core international labor standards and national labor law. This helps enterprises compete in global markets where many buyers demand compliance with labor standards from their suppliers. Improved labor standards also assist enterprises to be more competitive through higher productivity and quality. These benefits help build the business case and supplier support for improved labor standards. In Indonesia, Better Work is supported by Australia, the Netherlands, and Switzerland. It will initially focus on the export apparel sector with a view to adapt to other sectors. The program has three components:
  • Enterprise assessments on (a) the principles of the ILO Declaration core international labor standards and Indonesian labor law, and (b) quality and productivity;
  • Enterprise advisory and training services designed to support practical improvements; and;
  • Stakeholder engagement and sustainability.
Function The Operations Manager will ensure the effective coordination of the implementation of the core services (assessment, advisory and training) through timely provision of inputs, effective oversight and supervision of all project staff, collaborators and implementing partners, timely and efficient delivery of outputs, and monitoring and evaluation of the project activities, in conformity with ILO policies, project strategies, programming guidelines and administrative and financial procedures. The Operations Manager will play an integral role in establishing and implementing the Better Work Indonesia Foundation, from which it is assumed the Operations Manager will take over the role as leader of the Foundation in 2015.

Supervision and Guidance The position reports to the Better Work Global Operations Manager who is based in Bangkok and receives overall guidance from the Programming and Country Support Team and from the Director of the ILO Country Office for Indonesia and Timor Leste. Performance is managed by the attainment of objectives.

Duties and Responsibilities: Core services coordination
  • Lead the design, implementation of core services (assessment, advisory training), monitoring, evaluation, and reporting through management functions, including the provision of technical and administrative supervision to the project team. 
  • Ensure effective co-ordination of different elements and interventions in order to ensure the timely and effective implementation of the core services.
  • Prepare periodic and ad hoc reports on the status of the core services.
  • Manage the assessment, advisory, and training services in a sustainable and efficient manner.
  • Maintain the quality and delivery of the core services.
  • Monitor the progress of the core services by reviewing, verifying, and analyzing the workplace, and other reports required by BWI stakeholders.
Management
  • Effectively manage human resources including recruitment, staff development, and performance management.
  • Build the capacity of the staff to ensure the core services are implemented to expected quality standards and ensure effective coordination and collaboration between the various project components.
  • Contribute to the establishment of the Better Work Indonesian Foundation
  • Provide oversight in developing financial sustainability strategies of BWI.
  • Represent the program when needed.
Stakeholders and buyers relations 
  • Provide support in recruiting new clients (buyers and factories) and maintain relations with current clients (buyers and factories).
  • Develop networks to find potential collaboration activities to support BW activities.
  • Contribute creative ideas for program development.
  • Oversee the development and approval process of sub-contracts, monitor the performance of sub-contractors and ensure timely implementation of sub-contracts.
  • Provide input on the influencing agenda to strengthen the capacity of the relevant government, workers and employers organizations, and other groups.
Nationality - Indonesian Education - Advanced university degree in economics, social sciences, or a related field or the equivalent in professional work experience Experience – Minimum of 5 years professional experience in a relevant field of expertise.  Languages - Excellent command of one working language of the office and good knowledge of another official language of the duty station.

Competencies:
  • Good understanding of the principles of social dialogue, national labor law and regulations, corporate social responsibility, especially related to labor issues in global supply chains.
  • Good interpersonal, communication and public presentation skills.
  • Ability to deal with people with tact and diplomacy and the ability to supervise staff.
  • Good rafting skills and demonstrated ability to prepare reports and publications.
  • Good knowledge of program and budget, project formulation, administration, and evaluation techniques and practices. Knowledge of the office’s financial rules and regulations.
  • Ability to oversee problem-solving in complex operational problems through negotiation and conflict resolution.
  • Good knowledge of the role and operations of UN system development activities.
  • Knowledge of office-wide activities and priorities.
  • Ability to perform a variety of conceptual analyses required for the formulation, administration, and evaluation of projects.
  • Good knowledge of social, economic, and development structure and trends in Indonesia.
  • Ability to conduct policy discussions and high-level political processes.
  • Ability to work in diversified environments.
  • Shares knowledge – Shares important or relevant knowledge and information formally (e.g. workshops, seminars) or informally (e.g. conversations with colleagues); promotes knowledge transfer.
Written Examination and Interview Prospective candidates will be required to sit in a written examination and take part in an interview. Statement of Competencies – All applicants must fill in and submit the Statement of Competencies (template is attached). The statement should explain to the selection committee how your skills and experience show you have the relevant competencies.
