Organisational Goals
Australia’s Education Partnership with Indonesia (the Education
Partnership) is currently the largest development assistance program funded by
the Australian Government anywhere in the world. Through the Education
Partnership Australia supports the Indonesian Government’s long-term strategy
to strengthen and consolidate its national education system, with a particular
focus on the current Indonesian five-year plan (2010 – 2014) and support for
the initial stages of the subsequent five-year plan (2015 – 2019). The Education
Partnership builds on the successes of previous Australian Government supports
to the Indonesian education sector by strengthening government systems.
Under the Education Partnership, there are three managing contractors
with the largest, School Systems and Quality (SSQ) contract, being managed by
Cardno Emerging Markets.
Each of the three SSQ-supported components is national in scope,
supporting existing government structures and National Education Strategic
Planning. Component 2 of the Education Partnership is mainly delivered through
the Government of Indonesia’s systems using grant funding from Australia. The
grant funding will be used to support the nationwide professional development
of education personnel. Component 2 provides technical assistance to MoEC and
MoRA as they implement training programs developed using Government of
Australia funding under the Educational Partnership to develop the capacity of
principals, supervisors and provincial and district education personnel.
Key Responsibilities
ProDEP Quality Assurance
Field Advisers will support SSQ and Eligible Entities by quality assuring the
planning, implementation and monitoring processes on behalf of Component 2 and
Pusbang Tendik. In implementing quality assurance processes they will work in
close cooperation with trainers and Eligible Entities, while at the same time
providing expert and independent advice to SSQ on the quality of implementation
and compliance with requirements of the ProDEP Procedures Manual and associated
guidelines.
The QA Field Advisers
will need to develop effective professional relationships with trainers and
other personnel from Eligible Entities. They will work as members of a team of
advisers in Component 2 and contribute to the provision of technical assistance
to MoEC and MoRA.
The QA Field Advisers will report to the Manager Component
2, through the International Adviser Professional Development Quality
Assurance, and be responsible for:
- Assisting and supporting ProDEP trainers to implement ProDEP learning activities.
- Assuring the quality of delivery of ProDEP learning activities by providing support, advice and feedback to Eligible Entities and trainer
- Monitoring ProDEP activities to assess whether they are implemented in accordance with activity requirements and principles as detailed in guidelines and the ProDEP Procedures Manual.
- Monitoring and reviewing ProDEP M&E processes and providing assistance for M&E activities where required.
- Preparing reports on the quality of activity implementation for SSQ, DFAT, Pusbang Tendik and Eligible Entities.
- Making recommendations about improvements to ProDEP activities and systems, and capacity improvement of trainers and other relevant personnel.
- Working as part of the Component 2 team to support MoEC to implement ProDEP.
- Other related duties as required.
Key
Selection Criteria
Up to six (6) ProDEP Quality Assurance Field Advisers will be recruited.
However, the successful applicants may be engaged on either a full-time or
part-time basis subject to negotiation with SSQ. It is expected that QA Field
Advisers will be located in different regions across Indonesia with particular
locations being negotiated with each successful applicant. Travel within
Indonesia will be required. Contract negotiations with successful applicants
will include discussion of travel and relocation allowances if required.
The ProDEP QA Field Advisers will be required to demonstrate the
following skills, knowledge and experiences.
- Tertiary qualifications in education, preferably at S2 level.
- A record of achievement in developing, implementing and/or monitoring professional development activities for teachers and/or school leaders.
- In-depth understanding of and capacity to promote effective adult learning and professional development principles and practices.
- Understanding of and capacity to support the implementation of professional development programs.
- Understanding of and capacity to implement quality assurance and monitoring activities in an educational context.
- Skills and experience in negotiation, facilitation, and coaching and mentoring.
- Excellet written and oral communication skills in Bahasa Indonesia
- Capacity to communicate in written and spoken English
- Highly self-motivated and capacity to work independently and with minimal supervision.
- High Ethical standards.
- Desirable, experince as an assessor, trainier or national core trainer for SSQ
- Desirable, understanding of ProDEP learning activities and the principles on which they are

duration of contract for this
position is for an initial input of 12 months with possible extension.
