MONITORING AND EVALUATION (M&E) SPECIALIST
BackgroundThe
USAID-funded ASEAN-U.S. Partnership for Good Governance, Equitable and
Sustainable Development and Security (PROGRESS) assists ASEAN in
implementing its vision of a Southeast Asia living in peace, stability,
and prosperity by enhancing its ability to advance good governance,
improving its capacity to promote equitable and sustainable human
development, and increasing the institutional capacity of the ASEAN
Secretariat. PROGRESS seeks a long term Monitoring and Evaluation
(M&E) Specialist to assist with project implementation.
PurposeThe
M&E Specialist will lead efforts in overseeing PROGRESS M&E
systems, including collecting and processing data, entering information
into the project’s management information systems, developing M&E
instruments and protocols for project events and technical outputs, and
preparing reports.
OBJECTIVES AND DUTIESSpecifically, the M&E Specialist will perform the following tasks:
- Manage the M&E System in collaboration with the Deputy Chief of Party and design data collection methodology and tools.
- Manage data collection processes, data management, analysis, and reporting.
- Analyze indicator results in the context of the project Work Plan and provide strategies to improve project performance.
- On a quarterly basis, consolidate and present indicator results in the Quarterly Report and ensure that all M&E data, including TraiNet information, is collected and entered accurately.
- Ensure that M&E protocols are followed for all project activities and effectively measure outputs, outcomes, and impact.
- Meet with USAID counterparts and other stakeholders to brief them on M&E implementation and results as necessary.
- Ensure gender, youth, and minority considerations are integrated into activities.
- Provide ongoing staff training on M&E, data collection, survey protocols, and data quality.
- Support the Deputy Chief of Party (DCOP) and Communications Specialist in facilitating internal and external communications about program results.
- Perform other duties as assigned by the COP and DCOP.
Education and Qualifications
- Four year university degree required
- At least five years of M&E experience, including data collection and quality control
- Experience in development programs required, USAID experience preferred
- Excellent interpersonal and organizational skills
- Strong written and spoken English required
