Swisscontact Indonesia Vacancy: Procurement & Logistics Officer, Makassar

The foundation is based in Zurich, Switzerland, and is active in 29 countries and has some 750 employees.

The SCPP is a large Public Private Partnership (“PPP”) in Indonesia which has started in January 2012. The Program is financed by the Swiss Secretariat for Economic Affairs SECO, The Sustainable Trade Initiative IDH, the Embassy of the Kingdom of the Netherlands, and five Private Sector Companies from the cocoa sector for the duration from 2012 – 2015. The Program works directly with 60,000 cocoa farming households in six Indonesian Provinces to improve farm productivity and livelihood conditions.

For our Swisscontact SCPP-Program in Indonesia, we are looking for an:

Procurement & Logistics Officer
Begin of Employment: December 2014 or as agreed
Place of Duty1 person  – Makassar

Overall Task
Under direct supervision from The Procurement and Logistic Manager of SCPP, Procurement and Logistics Officer is responsible and accountable for developing and maintaining system of procurement & logistics activities in the region of Sulawesi in full compliance with Swisscontact procurement regulations.

Task, Authority, and Responsibility

Procurement
  • Prepare Request for Quotations (RFQ), Purchase Requisition (PR), Bid Analysis (BA), receipt of quotations,  bids or proposals and the evaluation, negotiation of certain conditions of contracts.
Logistic
  • Maintain procedures and systems that enable goods to be moved efficiently and effectively to the district   offices.
  • Receives, sorts, store, and distributes all incoming shipments.
  • Coordinates inventory of stock and insures product adjustments are properly applied.
  • Identifies, locates, obtains and arranges for shipment of requested replacement parts.
  • Responsible for the overall physical maintenance of SCPP Project warehouse.
  • In charge for asset tracking, register, and disposal.
  • Responsible for vehicle/fleet management which includes fuel consumption, spare parts and service   schedule.
  • Collect and compiling distribution data to the field office and beneficiaries.
Communication, Supervision, and Reporting
  • Reports directly to the Procurement and Logistic Manager and in close coordination with Regional Program Manager Sulawesi;
  • Prepare and update monthly reports of warehouse stock and submit to the Procurement and Logistic Manager.
  • Conduct regular coordination to the District Management Unit in in terms of Inspection report, updating stock, acknowledgment of delivery of goods.
  • Work in close coordination with Program Officer, Field Coordinator and Field Facilitator Coordinator to arrange delivery of goods to the fields, handover notes and inventory check.
  • Work in close coordination with IT unit to manage list of IT infrastructure used by field staff.
  • Prepare and update quarterly – biannual and annual asset and inventory list.
Duties applicable to all staff
  • Actively work towards the achievement of the Program’s goals.
  • Abide by and work in accordance with the swisscontact’s code of conduct.
  • Perform any other work related duties and responsibilities that may be assigned by the line Manager.
Education/Qualifications Required Preferred
Bachelor's degree in Business Administration, Logistic, Procurement Management from an accredited academic institution or an equivalent combination of training experiences.

Experiences
  •  At least three (3) years of progressively responsible experience in international development project implementation
  • At least three (3) years of progressively responsible experience in Procurement and Logistic management
  • Experience in fleet management
Skills/knowledge
  • Strong organizational, planning, management skills and experience working in inter-cultural teams and environments.
  • Strong analytical skills including analysis of both quantitative and qualitative data through a variety of survey instrument and analysis techniques
  • Strong proficiency in use of Microsoft Access Database would be an advantage.
