GIZ Vacancy : Project Officer & Advisor for RECOTVET & SED-TVET, Jakarta

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. We work in a variety of fields and support our cooperation partners in designing strategies and meeting their policy goals.
The new regional programme on “Regional Cooperation in Technical and Vocational Training (RECOTVET)” aims to optimize the framework conditions for a generally improved and regionally integrated system of education and further training of TVET personnel. It operates in primarily in Viet Nam, Laos, Myanmar and Indonesia and currently has staff in Viet Nam and Shanghai/China. It will foster policy dialogue of decision makers, engage in extensive Human Capacity Building activities in ASEAN-countries and will sustain a regional cooperation platform of Asian universities. For the implementation of the program in the ASEAN Region, GIZ will closely collaborate with the ASEAN Secretariat and related bodies based in Jakarta.
The bilateral programme “Sustainable Economic Development through Technical and Vocational Education and Training (SED-TVET) in Indonesia is a joint effort of the German Federal Ministry for Economic Cooperation and Development (implemented by GIZ), the Ministry of Culture and Elementary and Secondary Education, the Ministry of Manpower, the Ministry of Industry and Bappenas. It aims at improving the employability of manpower in selected regions of Indonesia (i.e. West Java, Central Java, DI Yogyakarta, East Kalimantan and South Sulawesi). Activities touch on a wide range of issues covering 4 intervention areas: 1. “Training Institutes Excellence” to support 23 selected TVET institutes; 2. “Innovation for private sector cooperation” to facilitate measures to enhance the participation of the business sector in TVET development and delivery; 3. “Regulatory Improvement” to support the implementation and monitoring of local regulations to improve the management of TVET on local level; 4. “Quality assurance and certification” to advise on scaling up of the use of vocational qualifications in the tourism sectors and related guidelines as well as to support the development and piloting of an accreditation system for training providers in the tourism sector.

The two programmes are jointly seeking 1 (one) qualified local professional (100%) who will work for both projects in the position of :

 

Project Officer (RECOTVET) and Advisor (SED-TVET)

  1. Responsibilities :
He/she will work 50/50 as Project Officer for RECOTVET and Advisor for SED-TVET, so together 100%. Duty station will be mainly in Jakarta, but the task will also include business travels in Indonesia and the ASEAN region.
      B.  Tasks
As Project Officer (RECOTVET) he/she will deliver technical assistance to project counterparts and act as a coordinator/local interface of project activities. The Project Officer will:
  • Provide technical advice to project counterparts in the area of TVET and regional economic integration (free flow of skilled labor; services). Main counterpart in Jakarta is the ASEAN Secretariat, and other relevant cooperation partners including the Indonesian Ministry of Education and Culture (MOEC);
  • Support and implement – in cooperation with other regional programs acting in Jakarta and in particular the bilateral TVET-Programme (SED-TVET) – capacity development activities (including presentation, technical inputs for workshops, training organization, …) according to program work plan and ad hoc requests;
  • Support cooperation, and act as liaison/interface between relevant regional bodies, ministries, partners, non-government organizations, GIZ Indonesia and the overall RECOTVET program;
  • Support the development of strategies, technical concepts, studies, project reports and presentation documents for regional economic integration in the field of TVET;
  • Assist with research activities and data mining on TVET and regional cooperation issues;
  • Assist with public relation works

As Advisor (SED-TVET) he/she will support either the field of activity “TVET institutes excellence” or “Innovation in private sector cooperation”, based on his/her experience.
Other duties/additional tasks :
He/she will perform additional duties and tasks at the request of the RECOTVET- and SED-TVET-management.
 
      C.  Required qualifications, competences and experience
            Minimum requirements :
  • Master degree in education policy, technical and vocational education and training, regional economic integration and related subjects;
  • Minimum 3 years of relevant occupational experience in a comparable position on TVET and education and /or regional cooperation;
  • Experience in project management;
  • Excellent communication and strong interpersonal skills;
  • High level of oral and writing skills in English and Bahasa Indonesia; ideally also knowledge of German
  • Good working knowledge of telecommunication systems (phone, e-mail, internet) and computer applications (e.g. MS-Office);
  • Service orientation and proactive working style;
  • Team work ability, dynamic, self-management, self-motivated character and interest in development work
