Researchers for Qualitative Evaluation Study
The Education
Partnership (EP) is Australia’s largest bilateral aid program to date. GRM
International Pty Ltd has been appointed as the Performance Oversight and
Monitoring (POM) contractor for the EP. As part of its mandate, POM implements
a range of evaluation studies to assess the progress towards achievement of the
End-of-Partnership Outcomes (EOPO). POM evaluation studies are based upon a
mixed methods approach designed to enable reporting on measurable indicators
via quantitative methods, as well as provide a deeper understanding of how and
why these changes are occurring via qualitative methods.
This study intends to assess
the extent to which and how the management of schools and Madrasah has improved
as a result of EP support”.
The evaluation study will
employ a longitudinal cohort case study design to identify and examine changes
– and the causes of those changes in the management of schools and Madrasah.
48 schools selected from
12 targeted provinces will be identified for the case studies. The baseline study will be conducted in
October and November 2014 – with an end-line in January and February of 2016.

Field researchers will
be recruited from each of the 12 provinces (2 field researchers per province) based
on their previous research experience and knowledge of the local culture and
languages. Researcher will receive
training prior to the data collection process and will report directly to a
Field Research Coordinator. Field
Researcher inputs are estimated at 30 days per researcher, between 13 October
2014 and 30 November 2014. Subsequent inputs to support the final round (end-line
in early 2016) of the evaluation are planned.
The successful candidate
for the position will have the following qualifications and experience:
- Bachelor or Master’s degree in education, anthropology, sociology or related social science fields with training on research methods
- Good understanding of education and community empowerment processes
- Knowledge of education management preferred
- Good writing skills, and excellent ability to conduct qualitative research
- Strong English, Bahasa Indonesia and local language skills
- Ability to work as part of a team
