Our Water and Sanitation (WASH) Program – Small Town and Rural

SNV began activities in the WASH sector in Indonesia in 2013 with a small town urban sanitation and hygiene program in Sumatra Barat (Padang Pariaman, Sijunjung) and Lampung (Pringsewu and Lampung Selatan). The program is part of SNV’s regional urban sanitation program “Sustainable Sanitation and Hygiene for All”, which is also currently running in Nepal and Bhutan.

In May 2014, SNV began the Rural Sustainable Sanitation and Hygiene for All programme, which will benefit 220,000 persons living in the rural areas of the Lampung Province (Tanggamus, Lampung Selatan and Pringsewu district), by supporting the Local Government in rolling out the national STBM (Sanitasi Total Berbasis Masyarakat) programme. 

To support the programme implementation, SNV is now seeking a highly qualified candidate to fill the post of Program Officer. This post will assist the implementation of both small town and rural sanitation programmes of SNV Indonesia.

Position Summary:
The Program Officer (PO) works in a support role for the sanitation programs under WASH Sector of SNV Indonesia. It provides vital assistance to program managers. It is a combination of program planning and management, and admin & finance management support. The PO will not only perform routine administrative and financial duties, but has responsibilities will be inextricably tied to the success of the programs under the WASH Sector. The PO is the lead person for the programs’ Performance Monitoring and Evaluation (PME), progress reports, and liaison with key stakeholders.

As the project manager’s right hand man (or woman), the PO will play an important role in project planning and risk and issue management.

Responsibilities:

Program-related
  • Work with the Sector Leader and other staff to implement sanitation programs – small town and urban, and ensure that activities are implemented based on workplan;
  • Ensure productive relationship internally (among team members) and externally (with the program partners and clients)
  • Represent WASH Sector – SNV Indonesia in the meetings with donor(s), partners and clients at national, provincial and district level
  • Lead both small town and rural sanitation program’s PME and the update in SNV’s database system
  • Stay abreast of developments in the field through research and attendance of conferences and/or meetings;
  • Perform special assignments, including participation with other programs and foundation task forces and working groups;
  • Identify programming opportunities and efforts with external funders and partners;
  • Build and establish strategic relationships with other philanthropic partners and NGOs.
     
    Financial Administration support:
  • Record financial transactions in program ledger system,
  • Prepare and check monthly, quarterly and annual financial accounts, forecasts and project depletion for the program and submit to Finance officer,
  • Follow up on program related receipts and payments, reconcile bank balances and manage liquidity levels of the program, based on guidelines of the Finance Officer and financial procedures.
Human Resources Administration:
  • Prepare, maintain and monitor the monthly timesheets including sickness/leave reports for Programme Manager and Finance Officer
  • Deliver relevant HR data with regard to the program to the Finance/HR officer.
Logistic Services:
  • Make travel arrangement for programme members and travel delegations,
  • Manage car utilization,
  • Arrange the program procurements and other activities related to the programs, based on the
    authorization, guidelines and with the approval of the Programme Manager.
Databases/Filing:
  • Process mutation forms, ensure time writing database is updated and record relevant data in databases as requested,
  • Proper filing of documents both hardcopies and softcopies.
General Support:
  • Prepare meeting venue,
  • Arrange meetings and appointments,
  • Receive and answer phone calls and emails,
  • Draft correspondence,
  • Signal bottlenecks in planning and suggest solutions based on requests of team and agreed
    general support routines.
The Program Officer will work closely with the wider team of small town and rural sanitation programs, which consists of Sector Leader, Program Leaders, and various team members in Jakarta and project locations of West Sumatera and Lampung Province.

Candidate profile
  • University degree in Public Health, Environmental Engineering, Economics, Management.
  • At least 5 years of experience working for development assistance projects
  • Experience in accounting or finance or budget management
  • Good skills in project monitoring and evaluation, finance and administration with a positive hands on attitude
  • Good analytical skills and numerical skills
  • Ability to work independently and with the team
  • Good representation and interpersonal skills, ability to liaise with donors, partners and government officials
  • Independent, initiative and creative in solving problems
  • Knowledge of the sectors that SNV works in is an advantage
  • Good command of spoken and written English
  • Good computer skills (Ms. Word, Ms. Excel, Ms. Power Point, Internet and E-mail)
Duty station: Jakarta, with frequent travels to SNV Indonesia WASH facilitated provinces and districts. Travels may be required until sub-district and village level.

Contract duration: 1 year contract with the possibility of extension.
