Protection, Education, Health and Nutrition, Disaster Risk Reduction,

Finance Officer - SETARA

The Finance Officer for ANCP –
SETARA Project will be responsible for the financial and budget
management of North Jakarta Sub Office activities and providing support
to the Finance and Awards Director in Jakarta Office. S/he will Support
all administrative,
logistic and HR functions in the field, to ensure optimum support to
the Project Managers and smooth functioning of field offices.

implementing AusAID NGO Cooperation (ANCP) – Strengthening Education
through Awareness and Reading Achievement (SETARA)[1]
Project.
The ANCP – SETARA project will work with educators and communities to
improve literacy outcomes for early year primary students in North
Jakarta as well as will work with ECCE Centers in Belu, NTT; The SETARA
Project comprised of four main components: ECCE
in Belu, Literacy Boost, Health-Hygiene, and Emergency Preparedness in
North Jakarta. To address these important components to education
quality in two distinct areas while leveraging other current and future
Save the Children projects to maximize effectiveness
and efficiency. The Literacy Boost result in the Cilincing sub-district
of North Jakarta will address key gaps in primary education quality and
community mobilization in support of education. The CSHSR
(Comprehensive School Health and Safety Result) will address
health and hygiene behaviour change and improve access to health
services among students, and address emergency preparedness. These
actions will lead to improved attendance and performance in school. The
ECCE result in Belu, NTT will improve access to and
quality of ECCE services in participating communities, which will lead
to improved young learner preparedness for school.
KEY AREAS OF ACCOUNTABILITY:
Financial and Budget Management
Manage the payments process of all North Jakarta Sub Office related expenditures:
- Make daily cash payments to suppliers ensuring all payments are made in compliance with Save the Children policies & procedures e.g. they are correctly authorised in accordance with the Scheme of Delegation, coded per relevant budget lines, are supported by relevant forms and documentation.
- Issuing and monitoring of work floats and any cash advances, ensuring they are settled/repaid in a timely manner.
- Review of financial transactions related to programs activities and operations ensuring compliance to SCI's financial policy and procedure
- Consolidate and review the Bi-Weekly Off-line Financial Spreadsheets prior to submission to the Accountant for review, ensuring that:
- All data fields are complete, codes are valid and formats are correct.
- Expenditures are fully charged in accordance with donor budgets on a monthly basis.
- Ensure sufficient levels of cash are available according to program/operational needs.
- Assist Budget holders in preparation of cash requirement forecasts in line with budgetary requirements.
- Coordinate and monitor the operations of human resources functions to ensure the achievement of their goals and efficient performance, such as:
- Ensure staff leave records are maintained and staffs are reminded about utilizing their leave according to the individual leave plan for the year.
- Respond to all travel requests of the field team by arranging travel cost effectively and efficiently.
- Develop and maintain an efficient and simple filing system for the program, HR and other general files with the support of an Office Assistant.
- Any other task as assigned by line manager, in coordination with SETARA Program Manager.
QUALIFICATIONS AND EXPERIENCE
- Education Degree in Accounting and/or Finance Management or any relevant field
- Recommended a minimum of 5 years experience in a project with contractor, corporate, or NGO environment, including significant field implementation experience
- Strong computer skills in Microsoft Office and Agresso System and grants management systems
- Fluent in English, verbal and written
- Experience with financial and grants management
- Ability to problem solve, show initiative and work independently
- Respond to requests, queries in timely manner
- Good information sharing/communication skills
- Attention to detail, particularly with regards to expense transactions and financial reporting.
- Commitment to and understanding of Save the Children's aims, values and principles including rights-based approaches
