RTI International Vacancy: Provincial Governance Management Specialist (2) - North Sumatera and East Java

URGENTLY REQUIRED
The USAID project Prioritazing Reform, Innovation and Opportunities for Reaching Indonesia’s Teachers, Administrators, and Students (PRIORITAS) will focus on capacity building and quality improvements for teacher training institutions (TTI) and for non-academic, pre-service teacher training providers. PRIORITAS will build the capacity of schools and MoEC, MORA national, provincial and district offices together with pre- and in-service teacher training organizations to coordinate, plan and train.

Provincial Governance Management Specialist (2)
These positions will be based in North Sumatera and East Java
The objectives of the assignment as follows:
  • Strengthen capacity for management and governance of basic education at provincial, district and school level through ongoing development, refinement and use of tools for financial analysis and strategic planning;
  • Help develop the capacity of education stakeholders and policy makers to make better informed decisions on education sector development and financing, including the preparation of the strategic plans (renstra and renja), annual budgets, and policies related to school-based management and human resource management;
  • Help improve the linkages between local government, LPMP and TTI through the ongoing development, refinement and use of tools to enable information-based planning, budgeting and policy development related to human-resource management in the sector;
  • Help develop the capacity of districts and service provider institutions, including TTI and LPMP, to deliver ongoing capacity development programs to improve basic education in districts and schools.
The Provincial Governance Management Specialist's responsibilities will include:
  • Train and support service providers, including TTI and LPMP, to strengthen the capacity of District Education Office staff to conduct financial analysis and to prepare medium-term, multi-source financing plans to support achievement of national medium-term education sector goals (Renstra).
  • Train and support service providers to develop the capacity of governance related institutions, which include DPRD, District Education Council (Dewan Pendidikan), Civil Society Organizations (CSO) and the media, to support education.
  • Assist in preparing policy inputs for improved basic education at province and district level.
  • Support the development of policy at the national and provincial levels and to strengthen coordination between levels of the education system.
Qualifications:
  • At least five years of professional experience and demonstrated knowledge of theory and practice relating to governance and management. 
  • At least five years of experience in the development of education.
  • A sound knowledge of the education sector and familiarity with Indonesian education planning, policies, and protocols. 
  • Computer literacy (MicroSoft Office). Ability to use data analysis applications (including Access and SPSS) an advantage. 
  • Minimum S1 degree. 
  • Excellent communication and inter-personal skills. Ability to work well within a team and to work effectively with government and non-government education stakeholders in the field. 
  • Excellent writing skills in Bahasa Indonesia. Ability to read and write reports in English an advantage.
