HIV Cooperation Program for Indonesia
Position: Team Leader
Location: Jakarta, with travel to
other parts of Indonesia, including regular travel to Papua

and / or Project Manager on contractual issues and Contractor Representative / Technical Director on technical issues
Responsibility:
As
the senior representative for the Managing Contractor, the Team Leader
will take prime responsibility for the planning and delivery of
assistance provided
through the Department of Foreign Affairs and Trade (DFAT) funded HIV
Cooperation Program for Indonesia (HCPI). This is an AUD72million
project and DFAT’s principle HIV prevention program in Indonesia. The
project’s purpose is to help Indonesia plan, develop
and implement an effective response to HIV. The Team Leader is
responsible for and will oversee the annual planning process, ensuring
HCPI supports Indonesian priorities and systems, has a strong capacity
development focus, and progressively incorporates cost
sharing principles. The Team Leader will be the main contact with DFAT
Jakarta, and will oversee financial, management and reporting systems.
The Team Leader will be responsible for meeting contracted deliverables
that contribute to overall HCPI outcomes and
for the effective closure of the Program; HCPI’s end of project date is
early March 2016.
Key relationships:
The Team Leader will be
expected to establish a close working relationship with senior staff in
the National Aids Commission (NAC) at both national and
sub-national levels and develop a good working relationship with a
range of senior officials from Government of Indonesia (GoI) including
Ministry of Health (MoH), Ministry of Justice and Human Rights, BAPPENAS
(Planning), Papua and West Papua, Java, and Bali.
The Team Leader will be
the primary point of contact for and is expected to have a close working
relationship with staff in DFAT Jakarta and will liaise
primarily with DFAT’s designate Activity Manager for HCPI, on both
technical and operational matters.
The Team Leader is also
expected to develop effective linkages with the donor community,
including senior staff in UNAIDS, UNODC, USAID and other donors
and agencies that provide support to the HIV and health sector.
The Team Leader will
liaise closely with the GRM Contractor Representative / Technical
Director and Project Manager in relation to GRM’s communication with
DFAT on contract and financial management related issues. The Team
Leader will be responsible for management of the HCPI team, with a range
of direct reports including the Deputy Team Leader, long-term and
short-term international and national advisers and
senior national operations / finance staff.
Duties:
- The Team Leader will undertake the following:
- Provide high-level technical oversight for project activities ensuring quality and technically sound outputs
- Manage/facilitate all project planning responsibilities, including production of annual work-plans and other DFAT deliverables, guide and align the budget to expected results, review and approval of annual and quarterly reports
- With support from the managing contractor, maintain management and financial systems to ensure effective communication, financial transparency and accountability, and fraud control management
- Provide oversight of the development and implementation of Monitoring & Evaluation (M&E) activities, ensure quality data is produced for reporting to DFAT; and ensure regular use of program information including lessons learned to improve overall Program processes and outcomes
- Represent HCPI in Project Coordination Committee (PCC) meetings and other fora, as required
- Act as the main liaison to DFAT and NAC and MoH and other key stakeholders regarding project activities. Provide effective and timely responses to inquiries and concerns.
- Keep abreast of GoI policies and programs that may impact on, or provide opportunities for HCPI
- Lead the implementation of / take responsibility for cross-cutting issues for the Program, including gender; disabilities; access and equity; child protection; the environment; and HIV and AIDS
- Manage human resources in accordance with GRM policies and guidelines, and implement an effective performance-management program focusing on results and individual accountability for a large team of approx. 50 staff. Provide technical and managerial guidance, training and mentoring to staff to strengthen technical capacity and compliance with DFAT rules and regulations
- Supervise the work and assess the performance of all long-term and short-term advisers / consultants.
- Oversee the implementation of the Program’s Exit Strategy that promotes sustainability of HIV interventions
- Liaise regularly with the managing contractor, as required; and
- Other activities agreed by DFAT and the Managing Contractor that would add value to the impact of HCPI.
QUALIFICATIONS & EXPERIENCE
- The Team Leader will possess:
- Master’s degree in Public Health, Public Administration, International Development or related field.
- Minimum twelve (12) years’ experience in international public health or development program implementation with relevant experience as Team Lead or Chief of Party required
- Demonstrated experience in and understanding of decentralised HIV and health systems, Indonesian experience preferred
- In depth knowledge of developing country government systems and procedures for managing complex programs with many sites and partners are mandatory
- Strong communication and networking skills within the Program and between donors and other key stakeholders
- Demonstrated experience in strategically leading and managing a large and diverse team / organisation, including subcontracted suppliers; to ensure delivery of the Program and associated donor reporting / presentations.
- Demonstrated ability to work with DFAT, implementing partners, institutions at the national and regional level, local non-governmental organisations, and community-based organisations and structures. Successful experience working with GoI is preferred
- Knowledge of DFAT administration, management and reporting procedures and systems preferred
- Ability to travel 30% of the time within Indonesia.
