General ObjectiveCBM is an international development organisation whose primary purpose is to improve the quality of life of the world’s poorest persons with disabilities and those at risk of disability. CBM works with partner organisations in low-income countries to develop and ensure that persons with disabilities and their families have ready access to affordable and comprehensive health care and rehabilitation programmes, quality education programmes and livelihood opportunities. Working with persons with disabilities, CBM advocates for their inclusion in all aspects of society, and for the inclusion of disability in international cooperation.
Position ObjectiveCBM Indonesia is in process of restructuring its programme aligning with the CBM’s international Global Programme Strategy, and establishing a 5 year plan (2015-19). This position will contribute to the realisation of the strategy through high-level technical programme development.
Reporting to the Country Director but working closely with the programme manager, the job holder is responsible for leading continuous improvement in quality of CBM Indonesia programmes through technical assistance, oversight and mentoring of the programme staff in line with the CBM Global Programme Strategy and the Country Plan. He/she will bring senior development experience and excellent skills in programme planning, monitoring and evaluation to work with staff and key partner organisations to build the CBM programme in Indonesia. The jobholder will also mentor key staff in project planning, monitoring, evaluation and establish systems to support these.
Duties and Responsibilities
- Project and Programme Planning (55%)
- Development of new project or programme multi-year plans aligning with the Indonesia Country Plan in close conjunction with CO programme staff and partners
- Advise and contribute to the development of clear and simple project plans which enable the understanding and recording of the changes (or impact) arising from new projects
- Research & familiarisation with the background, context and situation regarding proposed projects in Indonesia
- Familiarisation with CBM’s project planning and management style, framework and templates
- Analysis and planning of proposed projects, including research on other projects where lessons can be learned
- Close co-operation and co-ordination with other CBM units, relevant project partners and other key stakeholders as necessary for the development of well-designed and planned project proposals
- Facilitating planning meetings and workshops as necessary
- Leading and coordinating the writing of the planning documents, including logical framework, activity planning, budgeting and financing
- Represent CBM to external stakeholders in meetings, lectures, seminars related to the programme when required
- Programme systems development (15%)
- Advise and actively support the programme manager in establishing CO systems for monitoring, learning and evaluation for effectiveness and evidence
- Advise and contribute to collaborative development of programme quality systems and their active implementation by programme staff
- Facilitate workshops and develop tailored training with CO staff to further systems development
- Develop new or adapt existing tools to the CO’s needs, including piloting draft tools when necessary
- Ensure close collaboration with the Regional Office throughout the process
- Contribute to regional level (and international) developments upon request
- Monitoring, evaluation and learning (10%)
- Provide oversight, technical assistance and mentoring in the use of programme data and information for learning to:
- Strengthen programme policy and practice with partners
- Inform advocacy and disability inclusive technical advice
- Lead or join evaluation teams for internal evaluations when requested
- Advise and contribute to the development of project or programme monitoring and evaluation plans as required
- Capacity development and mentoring (20%)
- Identify key learning & skill needs for quality and programme staff
- Assist and mentor staff in developing systems, project plans and so on
- Work closely with programme staff (and partners) in sound development approaches, including:
- Ensuring adherence to CBM accountability and programme quality standards
- Monitoring implementation against project plans and CBM’s strategy and plans and evaluate success (outcome, impact, cost-benefit, cost-effectiveness)
- Ensuring good practice case studies / lessons learned are adequately documented and shared
- Identifying needs and implement capacity development activities with CBM partners when required
- Working with CBM partners and other stakeholders to ensure the promotion and long-term sustainability of CBM’s supported projects in Indonesia
- Supervise programme team in when programme manager is absent for longer periods
Position Requirements
Educational Qualification and Work Experience:
Educational Qualification and Work Experience:
- Masters degree in international development, health or other relevant sector
- Current and in-depth knowledge in international development and project management in the Indonesian context 15-20 years of experience in INGO project design, monitoring, review and evaluation and the application of this information to programme quality improvements
- Demonstrated experience in establishing, reviewing and strengthening quality and effectiveness systems for INGOs
- Proven track record in mentoring the development of technical skills and quality reasoning in others
- Knowledge and application of basic research methodologies - both quantitative and qualitative
- Capacity to manage complex workload cooperatively
- Excellent interpersonal skills with the ability to develop and maintain strong cross-cultural professional relationships
Other Competencies and Skills Requirements:
- Ability to think strategically and conceptually
- Self-motivated, able to work independently , strong team player
- Experience with working with people with disabilities, and the disability-inclusive development sector a considerable advantage
- Excellent oral and written communication skills in both Bahasa Indonesia and English
- Computer skills in Excel, Word, email and database management
- Available to travel within Indonesia
- Commits to CBM’s Child Protection Policy
