RTI International Vacancy: Provincial Governance Officer to be based in Central Java, Indonesia

The Expanding Maternal and Neonatal Survival (EMAS) is a United States Agency for International Development (USAID) program in Indonesia, launched in 2011. The five-year (2011-2016) program supports the Government of Indonesia (GOI) in reducing maternal and newborn mortality in six provinces in Indonesia. EMAS works in partnership with Indonesian government agencies (national, provincial and local), civil society organizations, public and private health facilities, health professional organizations and the private sector to improve outcomes for mothers and newborns. EMAS is a partnership of five organizations: Jhpiego (lead partner), Lembaga Kesehatan Budi Kemuliaan (LKBK), Muhammadiyah, Save the Children and RTI International. We work in 30 districts and cities, including 150 hospitals and 300 health centers (Puskesmas) to help improve health outcomes for mothers and newborns and reduce maternal and newborn deaths.

EMAS focuses on two priorities:
  • Working to make sure hospitals and health centers are able to and are held accountable for providing high quality care for maternal and newborn-related emergencies, and
  • Helping to ensure that in emergency situations, pregnant women and babies are sent to an appropriate health facility in a timely manner and are given life-saving treatment while en route to the hospital.
EMAS is currently looking for highly qualified candidates to fill in the Provincial Governance Officer to be based in Central Java, Indonesia.

Essential Duties and Responsibilities:
  1. Support the Governance Advisor and provide provincial level support to coordination and delivery of the cross-cutting governance component of the EMAS project,  including technical assistance and monitoring of governance activities funded by the program;
  2. Provide technical assistance on various governance issues such as civil society strengthening, integrated planning and budgeting, expanding participation, transparency and accountability of maternal and neonatal emergency health services;
    • Contribute in meetings with appropriate counterparts at the district level and identify ways that the project can improve accountability and transparency in governance in the public and civil society sectors;
    • Working closely with Provincial Team Leader (PTL), District Team Leader (DTL), Quality Improvement Coordinator (QAC), Civil Society Strengthening Coordinator (CSSC), and ICT Specialist to build enabling environment in order to improve the service quality of health facilities and strengthen the referral system network.
    • Serve as a resource to ensure effective implementation of service quality improvement approaches;
    • Contribute to work planning process and management of governance activities at the provincial and district level.
Minimum Required Qualifications:
  1. University degree in a relevant field, such as urban planning and budgeting, government, public policy, public administration, or management;
  2. 6-10 years of experience working with local governments in areas such as district planning and public service management.  Applied governance experience in the health sector and USAID experience preferred;
  3. Demonstrated technical leadership skills;
  4. Good knowledge of management processes and systems, and elements intrinsic to good governance;
  5. Prior experience working with civil society organizations, including local NGOs, would be desirable;
  6. Knowledge of the decentralization of Indonesian systems and the public budgeting system used within the health sector is strongly preferred;
  7. Strong oral and communication skills, including English language skills equivalent to FS “three” for speaking and reading;
  8. Strong organizational and interpersonal skills.
