FINANCE ASSISTANT
II. Organizational Context
Under
the guidance and supervision of the Finance Officer, the Finance
Assistant ensures effective execution of financial services and
processes within the Partnership and observing transparent utilization
of financial resources.
The Finance Assistant works in close collaboration with the operations, programme and projects’ staff of Kemitraan to resolve finance-related issues and information exchange.

III. Functions / Key Results Expected
Summary of Key Functions:
- Implementation of financial operational strategies
- SUNSystem voucher entry & filling
- Administration of tax deduction and payment to tax office
- Maintain advance and settlement report (travel)
- Facilitation of knowledge building and knowledge sharing
1.
Ensures effective supports to the implementation of financial
operational strategies and applies financial processes and procedures
focusing on achievement of
the following results:
- Compliance with the Partnership rules and regulations of financial processes, financial records and reports and audit follow up;
- Assist financial monitoring and follow up financial transaction issues, ensuring financial transactions are in compliance with the Partnership rules and policies
- Support the implementation of effective internal control framework
- As a finance unit teamwork and alternate backup of other finance staff as necessary

Prepares Bank Reconciliation Report and creates necessary Bank
Payment/ Bank Receipt/ Journal
Vouchers related to the Bank Reconciliation and ensures proper vouchers
filing , focusing on the achievement of the following results:
- Receive and review all documents pertaining to advance request and disbursement, and follow up with requestors and relevant parties for any incomplete supporting documents
- Follow up on problematic/ incomplete invoices/ request for payment with relevant parties which must be resolved within maximum 3 days upon received.
- Verify any calculation as presented in the document to check its correctness before processing with voucher issuance. Immediately inform relevant parties if there is mistake found in the calculation for further correction.
- Check with relevant parties that goods/services/activities have already been received/ certified properly before payment process/settlement.
- Timely creation of payment vouchers and allocation of correct chart of account and source of fund to each payment/disbursement
- Administer vouchers filing (soft file and hard copy) properly and easy access for internal or external purposes, and maintain systematically audited vouchers in the storage
- Provision of data for audit purposes and other reports

Ensures proper and effective administration of tax deduction and
record in the tax system focusing on achievement of the following
results:
- All taxable financial transactions are properly deducted with proper tax rate and fully supported with proper calculation and documentations
- Input the withholding tax to the tax system on timely manner based on the tax period and related tax article
- Ensure that tax payables are reconciled with the tax input from the system
- Prepare tax payment voucher 2 days before the payment due date, and ensure the tax payment before the dateline

Ensures effective control of activity & travel advances and
settlements focusing on achievement of the following results:
- Administer and monitor all travel advances and settlements
- Verification and validation of all financial transactions and documents of advance settlements under traveler portfolio ensuring their compliance with Kemitraan’s financial rules and policies
- Correction and follow up on findings of the deviation or incomplete supporting documents or other financial issues and provision of solution on the issues.
- Working closely with project or support staff for effective settlements clearance
- Preparation of bank receipt voucher/ bank payment voucher/ journal voucher adjustment related to the settlement financial transaction
5. Ensures active participation on knowledge building and knowledge sharing focusing on achievement of the following results:
- Participation on trainings for financial subject matters.
- Understanding lessons learnt and best practices in Finance.
- Active contributions to knowledge sharing on financial issues, especially on tax, advance and financial report
IV. Impact of Results
The key results have an impact on the overall execution of
Kemitraan financial services and success in implementation of operational strategies on the following areas:
- Accurate recording, administration and presentation of advances status and reports.
- Timely and accuracy of funds reporting including mandatory financial reports and all tax related reports.

VI. Recruitment QualificationsEducation:
Diploma-3 Degree with specialized certification in Accounting and Finance. University Degree in Business or Public Administration would be desirable, but it is not a requirement.

Experience:
- Minimum 2 years of progressively responsible finance experience is required
- Experience in the usage of computers and office software packages (MS Word, Excel, etc)
- Familiar with accounting software system and tax system application
