Background
The Australia – Indonesia Partnership for Justice (AIPJ) is a five year program funded by Australian Aid with a current closing date of December 2015. 

The strategic focus of AIPJ is on realizing the rights of all Indonesians, in particular poor women, vulnerable children and people with disabilities. Building on the successes of previous Australian law and justice programs, AIPJ focuses on the following rights:
  • Legal identity (birth, marriage and divorce certificates) as one precondition to realising basic economic and social rights, such as education and health care; 
  • The right to fair proceedings which are independent and impartial, fast, consistent, affordable, and accessible; and 
  • The right to legal information.
AIPJ approaches realizing rights by working in partnership with key government institutions (the supply side) as well as civil society and local communities (the demand side), and the intersection between the two. It does so through seven operational programs: legal identity, court reform, legal aid, legal information, and anti-corruption, civil society strengthening and disability inclusion. These programs operate at both the national level, where decisions are made, and the sub-national level, where lessons from the field can inform national level decision making. In regards to support for Legal Aid, AIPJ aims to provide assistance to: 
  • The National Law Development Body (BPHN) within the Ministry of Justice, which has responsibility for the management and implementation of the new national legal aid system. 
  • Agencies and civil society organisations, particularly those that will be verified and accredited as Legal Aid Providers and deliver government-funded legal aid services to the poor and marginalized, under the new National Legal Aid System. 
  • Civil society organisations who can undertake ongoing and independent research to produce a reliable evidence base concerning the delivery of legal aid and the degree to which the rights of the poor and marginalised are being realised.
Duties
The Technical Coordinator will support the Technical Adviser-Legal Aid to effectively implement a range of activities with civil society organisations so as to achieve quality outputs and end-of-program outcomes.

In performing his / her duties and responsibilities, the Technical Coordinator will report to the Deputy Team Leader (day to day reporting) and work closely with other AIPJ team members and relevant partners, stakeholders and contracted service providers.

Specifically, the Technical Coordinator will support the Technical Adviser-Legal Aid to:
  • Manage the design of activities, including the identification of activities, activity terms of reference, end-of-program outcomes and activity budgets, and ensure that cross-cutting issues are incorporated;
  • Manage all aspects of implementing activities and grants, including the preparation of terms of reference for consultants and their recruitment and supervision, reporting on activity/ grant implementation and financial expenditure, and the preparation of necessary arrangements for partnership activities.
  • provide inputs in support of the AIPJ monitoring & evaluation framework;
  • provide inputs to AIPJ reporting;
  • provide inputs into program planning, including the development of annual plans;
  • contribute to enhancing tools, approaches and methods across the program and identify opportunities to coordinate resources and share lessons learned; and
  • maintain and foster strong relationships and partnerships with stakeholders, especially those involved in program implementation.
The Technical Coordinator will perform other duties and responsibilities, as requested, relevant to supporting the Technical Adviser-Legal Aid to effectively implement the Legal Aid program of work.

Selection criteria
  • At minimum an undergraduate degree in relevant field – social sciences, law, development etc; 
  • At least 5 years experience managing law and justice programs, grants to civil society organisations and agencies 
  • Familiarity and networks with law and justice sector stakeholders in Indonesia. 
  • Excellent interpersonal and capacity building skills, with demonstrated ability to work collaboratively. 
  • Demonstrated project management skills including planning and time management abilities. 
  • Understanding and practical implementation of a social inclusion approach especially on gender, disability inclusion and child/juvenile rights. 
  • Fluency (speaking and writing) in Indonesian, high-level English language skills (speaking and writing).
