The Indonesia
Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program
(2011 – 2016) funded by the United States Agency for International Development
(USAID) and implemented under the leadership of DAI. IUWASH works with
government, the private sector, NGOs, community groups and other stakeholders
to improve access to safe water supply and sanitation in Indonesia’s urban
areas. The overall goal of IUWASH is to assist the Government of Indonesia
(GOI) in making significant progress in achieving its safe water and sanitation
Millennium Development Goal (MDG) targets by expanding access to these
services.
To achieve the
above, assistance provided by the project is divided under three main technical
components, including:
- Mobilizing demand for WatSan service delivery;
- Improving and expanding capacity for WatSan service delivery; and
- Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH will apply
different approaches and interventions with its local partners, such as local
Water utilities, local and national government institutions, NGOs and
communities to address water, sanitation and hygiene. To achieve these
objectives IUWASH need high caliber incumbent to fill the positions of

OBJECTIVE
The
primary objective of this position is to support the IUWASH East Java Team on
implementing the work plan Y-4 and Y-5 on the raw water and climate change aspect
particularly on advocacy for local regulation in 6 cities (Kab. Mojokerto, Kota
& Kab Malang, Kota Batu, and Kab & Kota Probolinggo.
The
STTA will facilitate the development of local regulation building on results of
the CCVA (Climate Change Vulnerability Assessment) study and stakeholder
discussion on ARM (Assets Risk Matrix) and options for adaptation actions.
The
STTA leads the development of the above local regulation in consultation with
East Java Governance Specialists (GS) and Urban Water Supply Specialist (UWSS)
as well as IUWASH National team, and with concerned local government agencies
and decision makers to ensure that the IUWASH assistance is effective in
developing regulation that addresses issues related to water resources
(particularly those used by PDAM), its sustainability, and climate change.
RESPONSIBILITIES
The
STTA shall perform various works related to PY-4 and PY-5 program activities on
the raw water and climate change aspect that include key outcomes, approach, as
well as coordination as follows:
Output/Outcome
- STTA shall pursue provision of local regulation if necessitated by the results of CCVA study and stakeholder discussion on ARM and adaptation options. For this purpose, the STTA might need to:
- Make inventory on related existing (umbrella) regulations and other documents that will be referred to as the basis for local regulation (Perda, Perbup/Perwal, or SK Bupati/Walikota)
- Make documentation, e.g. letter of interest/commitment letter of Bupati/Walikota/Gubernur developed through advocacy and referred to the MoU between IUWASH and LG
- STTA shall facilitate development of adaptation options agreed with LG and PDAM so as to fit with work item/budget line in the planning and budgeting systems.
- These adaptation actions may be integrated into planning and budgeting systems of PDAM, LG agencies, and/or other parties, e.g. private/CSR.
- This integration might be as short, medium, or long term plans, e.g. for PDAM, there are RKAP (annual planning/buget), Business Plan (medium term), and RISPAM (long term)
- The STTA shall, where necessary, support implementation of adaptation actions, either in areas of regulation (e.g. dissemination), physical program (e.g. lessons learned on infiltration ponds), or non-physical program activities (e.g. multistakeholders discussion for water conservation upstream)
Coordination
- The STTA will primarily support East Java GS and UWSS in implementing PY-4 and PY-5 program activities, particularly on raw water and climate change. The East Java GS will provide direction and supervision on works undertaken by STTA.
- In addition, the STTA will also coordinate the overall advocacy program related to Climate Change Vulnerability Assessment and Adaptation Planning (CCVAAP) in East Java with the National Raw Water and Climate Change Team.
- The STTA works and coordinates with other STTA and/or IUWASH staff as necessary and as directed by the GS East Java, including participation in or organizing event(s) where objectives may vary, e.g. dissemination, facilitating stakeholder discussion, etc.
- The STTA might be required to prepare technical aspect of proceedings of event(s) related to discussions on CCVAAP activities, e.g. ARM development.
- As necessary the STTA conducts discussion or works with partners/local government agencies related to water supply and/or climate change, e.g. PDAM, Pokja AMPL, office of environment, office of public works (district/municipality and/or province), BPBD, or technical units (UPT/UPTD).
Approach
- The STTA shall work in alignment with approach being undertaken primarily by GS, UWSS, and/or national team, particularly as outlined in Component 2 mentioned above.
- The work to be undertaken will start with Kab. Mojokerto, where the CCVA has been completed and ARM and adaptation options have been developed through stakeholder discussion. In addition, Kab. Mojokerto has passed a Perda on water resources that will be the basis for more operative regulation (Perbup or SK Bupati). Lessons learned and experience in Kab. Mojokerto will be a reference for other locations.
- To achieve the Outcome above, the STTA might need to:
- Conduct (series of) consultation/advocacy with related local government agencies. This particularly related to facilitation for local regulation development.
- Get engaged and in alignment with LG planning/budgeting, e.g. Musrenbang and/or Forum SKPD so as to integrate the agreed adaptation actions into the process. This might be in the form of providing inputs/assisting related local government agencies along the process.
QUALIFICATION
- Bachelor degree (preferably Master degree) in related field.
- At least five years of experience in development of local regulations.
- Strong skills and ability to communicate and engage effectively with broad range of stakeholders (government agencies, NGOs, universities, water companies, private sectors, and media) in climate change, water resources, or water supply sector
- Experience with development programs in climate change and water sector, and experience with USAID programs is highly desirable
- Good English proficiency (written and oral communication)
- Computer proficiency in general office software applications (i.e. Word, Excel, etc.)
