TASKS AND RESPONSIBILITIES:
Under the overall
supervision and guidance of the Chief of the Education and Adolescent
Development Cluster, the Education Specialist is accountable for planning,
implementing, monitoring and evaluation of the Education Programme with special
focus on achievement of the Early Childhood Development related results of the Programme. The Education Specialist will specifically:
- Support counterparts in the formulation, implementation and monitoring of policies, strategies and programmes for early childhood development;
- In close collaboration with partners advocate for reduction of disparities in access to early childhood care and education services and provide technical support to stakeholders at national and sub-national levels for the establishment of community-based early childhood care and education for children aged 3–6 years within the HI-ECD framework for developmental readiness interventions, including appropriate health, hygiene promotion, nutrition, protection and other appropriate interventions;
- Through UNICEF Field Offices, provide policy guidance and technical support to sub-national level counterparts for the implementation of national policies as well as for the development and implementation of appropriate sub-national policies for equitable and quality HI-ECD service delivery;
- Contribute to the completion of the Situational Analysis and its periodic update through analysis of relevant data and knowledge generated from the field implementation;
- Manage the Early Learning component of the Education and Adolescent Development Programme , including planning, budget management, monitoring and reporting.
Profile of the ideal candidate:
- Advanced University degree*) in Education, Social Sciences, or field(s) relevant to international development cooperation.
- Minimum 5 (five) years of professional work experience in the relevant field

professional related experience
- Experience of working in the UN or other international development organizations is an asset.
- Experience in policy level development work is an asset.
- Fluency in English and Bahasa Indonesia (oral and written) is required.

TASKS AND RESPONSIBILITIES:
Under the
direct supervision of the Health Specialist in the Makassar Field Office and
the technical guidance from the Child Survival & Development (CSD) team in
Jakarta, the incumbent will be responsible for the field implementation and
monitoring of EPI and Malaria activities in North Maluku Province or any other
province as per the needs of the country programme. The incumbent will
specifically:
- Provide high level technical assistance to the Provincial Health Office (PHO) and selected District Health Offices (DHO) and ensure effective integration of EPI and Malaria policies and activities with other CSD programs, such as MNCH, nutrition and WASH.
- Support the delivery of EPI and Malaria services including improved coverage of quality services among the poorest and most vulnerable populations.
- Regularly track and analyze provincial and district level data (including equity monitoring) with the intention of tracking progress towards key programme deliverables, identifying bottlenecks and taking corrective measures if progress is off track.
- Conduct advocacy efforts for women and children at all levels of the provincial and district leadership structures.
- Support innovation and pilots and ensure that they are rigorously monitored and evaluated with a view for subsequent scale up by the PHO.
- Support capacity building efforts as needed and thereby supporting the process of decentralization process.
Profile of the ideal candidate:
- Advanced Medical degree*) or related field with additional training in public health
- At least 3-4 years of progressive experience in the field of public health, preferably Maternal & Child Health.
- Familiarity with government planning, budgeting and administrative regulations would be an asset.
- Experience working in the UN or other international development organization, and field work experience an asset.
- Familiarity with Emergency and gender mainstreaming desirable.
- Fluency in Bahasa Indonesia and English, both written and verbal is required.
- A good knowledge of local working language of the duty station and/or a second UN language an asset.
