BACKGROUND
To
accelerate poverty reduction, the Government of Indonesia has been
implemented a national-wide community-based empowerment program.
Beginning at 2007 with 2 programs covering 2800 kecamatans, CDD programs
have been integrated with PNPM Mandiri, present PNPM Mandiri was
implemented in 5 main
programs covering 6752 such as PNPM Perdesaan, PNPM Perkotaan, PNPM
Rural Infrastructure (RIS-PNPM), PNPM PISEW and PNPM Disadvantaged
Areas. In addition, a few smaller CDD programs have been also integrated
with PNPM Mandiri such as PNPM Marine and Fisheries, PNPM
Rural Agribusiness (PUAP), PNPM Tourism, and PNPM Housing and
Settlement as well as a few pilot programs included Green PNPM, PNPM
Generasi, PNPM Integration, PNPM Border Areas. Thus, currently PNPM is
in full-scale and already covers the entire kecamatan and almost 80% of
villages across Indonesia.
Overall
policy for PNPM is with the Coordinating Minister for People’s Welfare.
Technical coordination is through the Bappenas Deputy for Poverty
Reduction. The line agencies involved are; for PNPM Perdesaan by
Ministry of Home Affairs; and for PNPM Perkotaan, PNPM RIS, and PNPM
PISEW by Cipta Karya. The other agencies which relevant the Ministries
of Agriculture, Health, Education, Finance and Audit, and local
governments.
Managing a program of this scale is complex. Pokja Pengendali must be ensures upon the whole program has been on the right track, by means of monitoring and evaluation systems are well coordinated, systematic and have a clear evidence base. Monitoring and evaluation system must be supported by the MIS data integration system that is reliable and able to provide data in accordance with the analysis needs.
Managing
large programs, Pokja Pengendali needs a tool and the well-functioning
data management system for controlling the program, for the matter of
that tool and system ensure the program got effective in targeting the
poorest locations and the poorest people. The tool and system should be
able to map all PNPM locations and block grant allocations, as well as
track progress and outputs
down to the village level.
The Results of process control, monitoring and evaluation will be an input of policy making and program improvement.
Based on the above, the Coordinating Ministry for People's Welfare requires a technical assistant, who has ability to Monitoring and Evaluation activities.
OBJECTIVES
The objectives of this short-term
consultancy are three-folds:
- Monitoring of budget planning policy implementation through coordination and synchronization of planning and annual budgeting PNPM Mandiri
- Assist Pokja Pengendali in strengthening and coordinating the monitoring and evaluation system of the whole programs of PNPM Mandiri
- Develop and perfecting the guidelines related to monitoring and evaluation of the PNPM Mandiri implementation
RESPONSIBILITIES
Specific Tasks will include:
- Coordinate the annual plans of PNPM Mandiri and ensuring that all policies from Pokja Pengendali PNPM are incorporated into the annual budgeting plans
- Consolidate confirmation letters from local government related to location and fund allocation of poverty reduction program based on community empowerment.
- Collect and analyze information according to the M & E implementation from the whole programs of PNPM
- Capture lessons learned at various levels across the program (synthesized from M&E activities such as project evaluations, case studies, annual reviews etc) and ensure that these are appropriately documented, analyzed and utilized to improve the efficiency and effectiveness of program
- To coordinate and follow up evaluation result from all studies or research to provide the policy recommendations
- Using multidimensional analysis (Data Warehouse tools) to evaluate the targeting accuracy of BLM PNPM.
- To develop and perfecting the general guidelines related to monitoring and evaluation of the PNPM Mandiri implementation
- To support Pokja Pengendali to design the capacity building system for Local Government in monitoring and evaluation of PNPM Mandiri
- Produce monitoring and evaluation reports to describe progress and performance the whole programs of PNPM Mandiri
OUTPUTS/REPORTS
The outputs of this task will include following:
- The verification results of planning and budgeting as a list of indications / definitive location and allocation of PNPM Mandiri
- Report periodically of the progress, monitoring and evaluation results of PNPM Mandiri implementation
- Analysis report based on consolidation result from monitoring and evaluation of the whole programs of PNPM
- Evaluation report of BLM PNPM targeting accuracy
- M&E guidelines for Local Government to support the decentralization of poverty reduction program based on community empowerment
POSITION REQUIREMENTS
The consultant qualifications:
- Minimum Master degree or Bachelor with more than 5 years experience in area of Social Development, Information System, or relevant
- Has a knowledge of poverty reduction, community empowerment and has experience of working with donors or government agencies
- Strong analytical and computer skills
- Demonstrable experience responding to and communicating evaluation or research findings
- Demonstrated capacity to develop general or technical guidelines that used for project implementation
- Demonstrated capacity to develop and implement work plans, reports and presentations
- Experience in analyzing primary and secondary data would be an advantage
- Excellent time management and organizing skills
- A high level of capacity in written, spoken, report writing in English and Bahasa
- Capable to working in the team work and achieve performance targets
- Able to work under pressure in which deadlines target with minimal supervision
MANAGEMENT
The
selected candidates will be assigned to Sekretariat PNPM Mandiri in the
office of Kemenko Kesra working as a team under supervision by Deputy
Minister for Coordination of Poverty Reduction and Community
Empowerment, under day-to-day supervision of the Head of Secretariat of
Pokja Pengendali, as well under overall oversight by the PSF’s officer
in charge.
CONTRACT DURATION
The
contract will be for an initial
period of 6 months between July and December 31, 2014 with possibility
of extension subject to performance, organizational needs and
availability of funding.
