Project Name: Strengthening Innovative Partnership for Development Cooperation – Pilot Project Training on Planning and Budgeting

Background
Indonesia has placed itself as a strategic partner in the implementation of international development cooperation. Indonesia’s status as a middle-income country is an important milestone in improving Indonesia's international position. Along with these conditions, Indonesia is also expected to have a more active role in international development cooperation.
One modality that can be used to improve Indonesia's role in international development cooperation is through South-South and Triangular Cooperation (SSTC). Environmental change and global conditions demand a new breakthrough in transforming development cooperation partnership, and SSTC can provide benefits for both in order to support the Indonesian national development goals, as well as for the recipient country.
The Government of Indonesia through South-South and Triangular Cooperation, the Government of Myanmar, and the Government of Norway through UNDP will develop a joint pilot project in the area of planning and budgeting. This project will be used as a vehicle to share knowledge and experience of Indonesia in planning and budgeting reform process through facilitation of capacity building activities for Myanmar government official.
BAPPENAS will develop a comprehensive module for Planning and Budgeting. It aims to improve the capacity of the Ministry of National Planning and Economic Development of Myanmar (MNPED) to effectively design their National Development Plan.
Purpose
The purpose of this consultancy is to assist BAPPENAS in developing a module on Planning and Budgeting, which would include both development of a facilitator’s guide and training kits to deliver a five days training session.
Consultant Profile
Qualification
- Master degree related to public administration, social science, and development studies, public policy, and evaluation.
- Strong knowledge about government planning and budgeting system
- Familiarity with the government’s regulations and policies.
- Excellent spoken and written in English, and strong ability in writing.
- Ability to work under pressure and to deadlines required
- Experience in developing training modules, and workshop materials
- Experience in developing a module for International training
- At least 5 years of relevant working experience.
- Experience of working with the Government, UN and with multi-stakeholders: NGOs, the UN/ multilateral/bilateral institutions and donor entities;
- Outstanding interpersonal skills, teamwork, and competency to operate in a multi-cultural and diverse environment;
- Develop module and training kits e.g. Hands out, facilitators handbook in English
- Coordinate the module development to the relevant Directorates
- Report to the Director of International Development Cooperation Directorate, BAPPENAS.
- Perform other related duties as requested by Director of International Development Cooperation
- A set of training module which include Facilitator/Trainer Handbook
- Visual aid required for the training, such as PowerPoint presentation,
- Participant’s handouts
