USAID - IUWASH Vacancy: City Coordinator for Probolinggo

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program (2011 – 2016) funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services.

To achieve the above, assistance provided by the project is divided under three main technical components, including: 
  1. Mobilizing demand for WatSan service delivery; 
  2. Improving and expanding capacity for WatSan service delivery; and
  3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH will apply different approaches and interventions with its local partners, such as local Water utilities, local and national government institutions, NGOs and communities to address water, sanitation and hygiene. CITY COORDINATOR for Probolinggo (Kota & Kab), Code: (CCPRB-EJ)

OBJECTIVE
The primary objective of the City Coordinator position is to serve as a member of the IUWASH Regional Team in East Java, supporting implementation of IUWASH field activities and maintaining excellent relations with all relevant stakeholders (local governments, PDAMs, NGOs, communities, etc.). The day-to-day work of this position is supervised by the Regional Coordinator for that region as well as a Technical Specialist who provide more detailed programmatic guidance.

RESPONSIBILITIES
The City Coordinator contributes to the achievement of IUWASH objectives at the local level by assisting in the development of city-level workplans, coordinating city-level activities, ensuring strong communications with the IUWASH regional office and technical specialists, and generally building trust between IUWASH and local stakeholders. S/he works side by side IUWASH partners on a daily basis and represents the front line of the project.

Responsibilities of the City Coordinator include, but are not be limited to, the following:
  • Working under the direction and guidance of the Regional Coordinator and technical specialists, substantially assist in the development and implementation of city-level workplans.
  • Develop in-depth knowledge and understanding of local-level issues, programs and resources related to water supply and sanitation sector development, including the activities of local government agencies, private sector businesses, NGOs and community groups, other development programs, etc.
  • Closely monitor IUWASH activities at the local level and keep IUWASH regional staff well-informed of the status of local-level activities, problems encountered, etc., and actively solicit the support of such staff as needs arise.
  • Develop or assist in the development of specific IUWASH activities to be undertaken at the local level (including needs identification, assessments, site selection, etc.).
  • Establish and maintain effective relationships with key local partners (local government agencies, PDAM, Pokja AMPL, local NGOs and local community groups), ensuring that IUWASH is well-informed and well-regarded as a credible and effective development partner.
  • Oversee local level data collection required for appropriate monitoring of IUWASH activities and the tracking of results and outcomes.
QUALIFICATION
  • Possess at least a university degree; preferably in environmental engineering, public health or social science.
  • At least 3 years of experience working on institutional and community-based water supply and sanitation program.
  • Excellent interpersonal skills, with experience in community facilitation, training and organizing work.
  • Able to work independently in limited supervision/facility as well as a team player with a range of people.
  • Ability to multi-task and flexibility to work on evenings and weekend on occasion and to travel as and when required within the IUWASH project area.
  • Computer literate and proficient in Microsoft Office tools. 
  • Able to work in his/her designated areas
