World Food Programme, Indonesia invites applications from the eligible candidates for the following position:

Position:                Procurement Assistant
Contract Type:      Service Contract
Duty Station:         Jakarta, Indonesia
 
Accountabilities:
Within the delegated authority, the subscriber will report directly to Procurement officer.

The Procurement Assistant will be responsible for the following duties:
  • Implement all procurement duties on the basis of the prevailing rules, regulations, procedures and best practices for food and Non-Food Procurement;
  • Review and prioritize purchase requisitions (PRs); assist with vendor roster maintenance for pre-selected local firms for executing Requests for Quotation [RFQs]; check funding allocated on all PRs;
  • In close consultation with Procurement Officer, produce accurate and timely tender documents;
  • Prepare evaluations of offers and compile data contained in quotations,  to determine which vendor(s) can deliver the required services or NFI items on the best terms and the most economical cost to WFP;
  • Prepare documentation for Opening Panels and/or Purchase Committee Meetings as appropriate;
  • Review the deliberations of the food, Non-Food Purchase and Contracts Committee/Vendor Management Committee, to ensure accuracy of Country Office Vendor Roster;
  • Under guidance of the Procurement Officer, conduct market research, retrieve and present information from a variety of internal and external sources on sources of supply, vendors by food & NFI items, as well as refine specifications as emerging opportunities and/or procurement constraints come to Procurement’s attention;
  • Finalise purchase orders and contracts for review of the Procurement Officer, for further approval/release by the Procurement Authority;
  • Maintain relevant internal databases and files; keep track of any contractual agreements, and inform vendors and/or client units of their rights and obligations;
  • Prepare statistical tables and standard reports; conduct research on transactions for management and audit purposes, among others;
  • Maintain data integrity in the database, control programme, analyse results and initiate independently corrective actions when necessary;
  • Monitor creation of Good Receipt Notes [GRNs] as well as the submission of the Internal Payment Request by the client units, for payment purposes;
  • Draft independently contracts and Notes for the Record;
  • Provide Procurement support to client units and sub-office;
  • Procurement focal point for the establishment of Long Term Agreements (LTAs) including monitoring their expiry dates/renewals of the LTAs;
  • Provide support in food, NFI related procurement, as required;
  • Perform other related duties as required.
Qualifications and Experiences:
Education: University education.

Experience: Five years of progressively responsible support experience preferable at least three years in a financial unit, human resources, audit, evaluation, resources, or another related field.

Knowledge: Knowledge of WFP manuals in the area of Procurement. Experience utilizing computers, including word processing, spreadsheet and other WFP standard software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing procurement administration.

Language: Fluency in both oral and written English and Bahasa Indonesia.

Desirable Skill: Knowledge of WFP policies and procedures in the area of procurement, and WFP financial regulations and rules. Knowledge of WFP’s Information System (WINGS) is advantaged.
