Background
United Cities and Local Governments Asia Pacific (UCLG
ASPAC) is one of the eight Regional Sections of the United Cities and Local
Governments (UCLG) which is based in Jakarta, Indonesia. UCLG is the largest
association of local governments in the world and the officially recognized
voice of local government by the United Nations. The Asia and Pacificregion is
the biggest of the eight sections in UCLG with linkages to more than 7.000
local governments. It represents well over 3.76 billion people–more than half
of the world population- and incorporates economically fast developing
countries such as China, India and Indonesia.
UCLG ASPAC is the key knowledge management hub on local
government issues in the Asia-Pacific region. It promotes democratic local
government, supports cooperation between cities, local governments and their
associations, and facilitates programmes, networks and partnerships to develop
the capacity of local governments and the associations. Moreover, UCLG ASPAC
representslocal governments politically within the international community, and
with the United Nations and its agencies. It also promotes inclusive societies
which safeguard equality, social and economic justice, and sustainable
community development. UCLG ASPAC is engaged in all relevant thematic fields
for nurturing sustainable development comprising poverty alleviation, climate
change, disaster resiliency, culture, strategic planning, decentralization,
local finance, good governance and MDGs.
UCLG ASPAC is accepting expression of interests from
qualified candidates for Project Staff. He/she will be placed at the UCLG ASPAC regional office in Jakarta.
The Project Staff will reports directly to the Strategic Service Manager of
UCLG ASPAC.
Overall purpose
The Project Staff is expected to provide technical
assistance for the funded projects/programmes and quality assurance of all
grant funded projects/programmes by continuous monitoring of goals, objectives,
activities, indicators as written in proposals. She/he will mainly assist in
the implementation of the good governance project (DELGOSEA) of UCLG ASPAC.
Responsibilities
- Projects/programmes design and formulation. Assist the Strategic Services Manager in planning, and developing high quality concept papers, project/programme proposals and budgets to be funded by donor agencies. Provide the assessment and identification on information related with grants and donors’ requests.
- Programmatic strategic management and operation. Provide research for the programmatic development of projects/programmes; Monitor all phases of projects/programmes, including assessment of technical progress and performance.
- Projects management and implementation. Responsible for managing, operating and coordinating a complex grants portfolio agreement and highly technical projects/programmes; handle day-to-day operation of the projects/programmes under the supervision of Strategic Services Manager; Ensure reports are in a good quality and submitted on time.
- Coordination, technical assistance and networking. Coordinate with other divisions to support the implementation of projects/programmes; Proactively assist in networking development with donors to re-position the organization for accessing fund; Coordinate and support others to engage in donor relationship building; Provide technical assistance for the organization on training and induction based on donor requirements
- Contract management. Effectively manage a portfolio of existing contract to ensure compliance with donor requirements; Provide guidance on cooperative agreements, cost-share agreements and memoranda of understanding.
- Project administration. Keep the organization database and shared files accurately and up-to-date at all times. Ensure the administration and financial documents of projects/programmes are compliance with the established administrative and financial policies and procedure.
Requirements
- Minimum Bachelor Degree in the development studies and/or any relevant field discipline (relevant experience may substitute the relevant degree)
- Minimum 3 (three) years experience implementing development projects/programmes in an international NGO, preferably in policy, community development and local governance affairs.
- Experience in effective resource management and coordination.
- Demonstration of knowledge of programme design; grant acquisition and management.
- Demonstrated experience on technical expertise in the area of project, budget and resource management.
- Good communication skills-verbal and written-English and Indonesian.
- Strong organizational and time management skills, including the ability to multi-task, prioritize, set the work and meet deadlines.
- Detailed oriented, self-motivated and comfortable working in collaborative team environment.
- Enjoy in enabling and supporting others to be effective in their work.
- Has analytical and planning skills.
- Ability to work independently and prioritise effectively to achieve result.
- Excellent organisational abilities with ability to work to deadlines and manage time well.
- Dynamic personality with open-minded characters and positive attitude
Assignment Period
The assignment will be for a period of 6 months and will
commence as soon as possible.

Remuneration
UCLG ASPAC will offer a remuneration initially amounting up
from IDR 6.000.000 to IDR 7.000.000 as take home pay per month (all in)
