Project Evaluation Specialist

Lutheran World Relief seeks a consultant to perform a project assessment.

Background
Lutheran World Relief (LWR), a U.S. based non-profit development organization with its Indonesia office in Medan, is implementing the project, “Increasing Coastal Resiliency and Climate Change Mitigation through Sustainable Mangrove Management in Sumatra.” The project period began May 27 2011 and will conclude May 26 2014. The project covers 5 villages in Teluk Dalam, a sub-district of Simeulue island, and 5 villages in Singkil Barat, a sub-district of Singkil, all in Aceh Province, Indonesia.

The project’s goal is to increase communities’ resiliency to and mitigation of climate change through the restoration, protection and sustainable management of critical mangrove resources. The project has three objectives which are:
  • Increase local mangrove resources through mangrove rehabilitation via 10 community based organizations;
  • Increase natural resource management (NRM) and resiliency capacity among local communities via 10 community based organizations, and local elementary and middle schools;
  • Increase and improve alternative livelihood opportunities to reduce deforestation and enhance resiliency.
In 2013 LWR engaged an independent Evaluator to conduct a Midterm Assessment whose report was delivered in May of that year.

LWR now seeks to engage an independent Evaluator (Project Evaluation Specialist) to conduct a Final Evaluation in May of 2014.  The purpose of the Final Evaluation is to;
  • Review CADRE’s performance against objectives;
  • Review implementation challenges, especially as identified in the Midterm Evaluation;
  • Identify lessons learned in overcoming challenges; and
  • Assess community’ perceptions relating to project effectiveness, and climate for potential future work with them.
Responsibilities
The consultant will
  • Submit a proposal with cost estimate for completing the study in accordance with the Terms of Reference by 6 May 2014.
  • If selected, enter into a contract for performance of the study.
  • Within a week of signing the contract, submit a detailed Assessment Plan with methodology to be used for approval. 
  • Perform research and interviews in North Sumatra and Aceh Provinces.
  • Complete all field work by 26 May 2014.
  • Submit a Final Report by 6 June 2014
Interested parties can structure the proposal as they desire; LWR has no obligation to approve any given proposal.  LWR anticipates the proposal will include approximately 25 working days for a Lead Evaluator (Project Evaluation Specialist), and reasonable expenses including travel for project performance in Medan, Prapat (both in North Sumatra Province), Singkil, and Simeulue (both in Aceh Province).

Requirements:
  • Demonstrated experience as a lead evaluator for projects such as those funded by international donor agencies.  
  • Minimum of 10 years working in/with the NGO sector with demonstrated knowledge on principles of rural development, disaster risk reduction/climate change and integrated community level programming.
  • Excellent analytical writing skills as demonstrated by writing samples.
  • Excellent written and verbal English skills. 
  • Experience working in Aceh and an understanding of the cultural appropriateness for the region. 
  • Respectful of local people.
