POLICY
AND ADVOCACY OFFICER
We are looking for 1 (one) Policy and Advocacy Officer
with focus on Business and Human Rights & Resource Mobilization to develop
and manage the Business and Human Rights lobby and advocacy program for South
East Asia that is coherent with the global and regional Multi-Annual Strategic
Plan (MASP) 2020 of ICCO.

Key Activities
- In collaboration with the Lobby and Advocacy Unit in ICCO’s global office and the program officers of the different countries in the region, develop and implement ICCO’s lobby and advocacy strategy in South East Asia with special focus on Business and Human Rights. This will include:
- Liaising closely with other advocacy officer in other ICCO units, the program officers and the Regional Funding Officer in this regional office in the delivery of the advocacy strategy; communicating regularly with relevant units within the ICCO global organization (e.g., participating in conference calls); providing regular updates to other staff within the regional office; adapting ICCO global briefing materials to the ASEAN context.
- Representing ICCO Cooperation at lobby and advocacy actions, consultation meetings/conferences within civil society, business, political and government circles in the region.
- Participating in relevant ICCO policy groups/discussions when required.
- Supporting the design, planning and delivery of ICCO policy and advocacy actions.
- Closely monitors developments in ASEAN political and economic cooperation and leads in adapting shared ICCO policy on Business and Human Rights to the conditions of the ASEAN regional cooperation.
- Maintains active contact with and/or membership in key networks and policy groups where appropriate.
- Supports the production of policy briefs and other materials for use in various communications channels and at external events as directed.
- Assists with the monitoring and evaluation of the impact of ICCO Cooperation’s policy and advocacy work and deliver regular analysis and updates for management and staff reports, etc. as required.
- Acts as a media spokesperson on campaign and advocacy issues if required.
- Participates in inter-departmental meetings and departmental strategic planning; give inputs on relevant policy issues where necessary.
- Acts at all times in the best interests of ICCO Cooperation while continually promoting the organization’s vision and mission in all his/her organizational functions/actions.
- Takes a proactive and leading role in pursuing ICCO’s resource mobilization objectives related to lobby and advocacy on Business and Human Rights; seek out and respond to relevant calls for proposal; and participates in the development of other project proposals as directed.
- Develops and maintains partnership with relevant actors in pursuit of lobby and advocacy objectives.
- Manage a portfolio of regional projects with particular emphasis on Business and Human Rights implemented by partners.
- To identify, develop and maximize fundraising opportunities across our region (businesses, foundations, private donors, social enterprise / co-creation).
- Identify specific fundraising opportunities by developing good relations with current and prospective donors in the region;
- Assess trends and developments of ICCO’s programs and partners and its potential for funding opportunities;
- Any other tasks within the scope of the role as directed and agreed.
Key Competencies
- A proven track record of inputting into and delivering on successful policy & advocacy strategies within the development sector
- Good knowledge of issues related to land rights and business and human rights and other key issues in the development sector; good grasp of cross-cutting themes such as gender, fair climate; practical experience in rights-based approach and evidence-based lobby and advocacy.
- Knowledge of fund raising, regional developments, development cooperation and donor requirements
- Experience in lobbying within political and government sectors.
- Experience in lobbying within the business sectors.
- Experience in producing policy materials for varied audiences.
- Proven networking skills.
- Excellent communications (oral & written English), presentation, interpersonal, influencing and negotiating skills for engaging with a wide variety of contacts. Proven ability to develop and implement a communication plan.
- Good conceptual and analytical skills and ability to think and operate innovatively.
- Good administration and organizational skills and ability to optimize independent use of time against variable workload.
- Ability to manage resources.
- Ability to work well with others.
- Good working knowledge of MS Office.

- Flexible approach to working hours and ability to travel both at home and abroad.
Additional Information
The post holder will play an important role in
developing and implementing ICCO’s advocacy
strategy within Southeast Asia which will concentrate on business and human rights
and related issues of shrinking political space, land rights, climate justice,
food security conflict transformation and democratization.

engages with key stakeholders from within the government, private sector, and
civil society. The key metrics on the
success of our lobby and advocacy work are: 1] changes in existing policies and
enactment of new policies in line with ICCO’s framework on sustainable
livelihood and justice; and, 2] mobilization of resources to support specific
action along this framework ICCO practices and promotes evidence-based lobby
and advocacy.
The post-holder shall contribute
ICCO’s MASP 2020 as well as to specific regional programs. This requires
flexibility in ways of working and ability to work with limited resources. As a
regional officer of a global organization, the post-holder is required to
travel within and outside Southeast Asia.
