Position Title:
Monitoring and Results Measurement Officer (MRMO)
Field Coordinator (FC)

Duty Station:
MRMO will be bases in Jakarta with frequently travel to Ngada and Sumba Barat Daya
FC will be based in the project areas

Duration: 1 Year
Report to: Project Manager

Key Relationship:
  • Internally: Project Manager, FC, MRMO, Finance Officer, Project Coordinator 
  • Externally: Implementing Partner Organizations in Sumba Barat Daya and Ngada, Government Institutions, Private Sectors, Donor.
Background:
Hivos is an international development organization -from the Netherlands- guided by humanist values. Together with local civil society organizations in developing countries, Hivos wants to contribute to a free, fair and sustainable world. Hivos Regional Office Southeast Asia (ROSEA) under the guidance of the Australia Indonesia Partnership for Promoting Rural Income through Support for Markets in Agriculture (AIP-PRISMA) is facilitating a project “Introducing Improved Breed of Pigs and Promotion of Commercial Pig Rearing in Ngada and Sumba Barat Daya”. The areas of intervention are in Ngada and Sumba Barat Daya. In a later stage, Kupang and Nagekeo districts are expected to become additional target locations.

Hivos ROSEA is currently recruiting for MRMO and FC positions with required criterion and qualifications as follows:

1.    Monitoring and Result Measurement Officer

Qualifications:
  • Over 3 years of experience in project monitoring and results measurement, preferably in livelihood programmes; 
  • Bachelor degree in technical/engineering or other related field; 
  • Experience working in Sumba Barat Daya and Ngada is preferable; 
  • Highly proficient in use of excel for analysis;
  • Meticulous and detail oriented, able to work under own initiative and drive to complete tasks with little direct supervision; 
  • Strong skills in qualitative and quantitative research and/or statistical background/experience; 
  • Strong analytical skills;
  • Excellent communication skills with fluency in written and spoken; 
  • Innovative, willingness to learn from mistakes, ‘out-of-the-box’ thinker; 
  • Good interpersonal skills, and ability to work in teams; 
  • Ability to collaborate and coordinate between different teams to achieve objectives; 
  • Willing to undertake regular field visits to the project areas in Sumba Barat Daya and Ngada.
The MRM Officer will be expected to:
  • Lead Monitoring and Result Measurement (MRM) based on the Monitoring and Result Measurement Standard determined by AIP-PRISMA with support from the Field Coordinator and Intervention Coordinators; 
  • Coordinate closely with the Project Manager, the implementing partners and the stakeholders in planning and implementing of monitoring according to the DCED criteria (articulating result chains and respective indicators for measurement; identify, quantify and verify milestones and targets; developing monitoring plans; collecting data; analysing the result, learning, planning and reporting) to enhance appropriate decision making and learning processes; 
  • Assist the local partner organizations in the MRM-related activities;
  • Ensure timely submission of reports from the implementing partner organizations;
2. Field Coordinator

Qualifications:
  • Bachelor degree in Social Science or other related field; 
  • Substantial knowledge regarding the program management on field level
  • Excellent communication and representative skills (written, oral, cross-cultural) 
  • Ability to multitask and deal with stressful situations; 
  • Ability to adapt within the working environment; 
  • Ability to work in a team setting; 
  • English language skill is highly required; 
  • At least 3 years previous field experience in livelihood/income generating project, ideally in a similar role; 
  • Experience working in Sumba Barat Daya and Ngada is preferable; 
  • Minimum of one year of previous experience in an NGO in mid-managerial position; 
  • Innovative, willingness to learn from mistakes, ‘out-of-the-box’ thinker; 
  • Good interpersonal skills, and ability to work in teams;
  • Ability to collaborate and coordinate between different teams to achieve objectives;
The FC will be expected to:
  • Develop and implement project strategy at the district level in collaboration with the Project Manager, the MRM Officer and the Project Coordinator; 
  • Working hand in hand with the MRM Officer conducting MRM in the both intervened project areas; 
  • Closely coordinate and consolidate with the local implementing partner organization and ensuring smooth implementation of the project activities; 
  • Provide general support, guidance, and serve as focal point during program planning and reporting; 
  • Ensure that Hivos and donor regulations applicable in the targeted areas; 
  • Represent Hivos at the general meetings with donors, humanitarian actors, local authorities, protocol meetings, as well as sector program meetings.
