Background
The USAID ASEAN-U.S. Partnership for Good Governance, Equitable and Sustainable Development and Security (PROGRESS) project supports ASEAN in its efforts to promote regional integration in the areas of good governance, security, and human development.
Purpose
The Technical Lead will focus on the implementation of activities in the work stream areas of human rights, women’s and children’s rights, and ASEC (ASEAN Secretariat) institutional capacity building. The Technical Lead will provide technical and strategic leadership for the design and implementation of these activities and will be directly responsible for achieving results and performance targets for the following program objectives:
1. In collaboration with the ASEAN Intergovernmental Commission on Human Rights (AICHR), legal networks and regional civil society organizations, support AICHR in the development and implementation of an approach and methodology to promote human rights across member states.
2. Promote the protection of women’s and children’s rights throughout the region by strengthening ASEAN institutions, such as the ASEAN Commission for the Promotion and Protection of the Rights of Women and Children (ACWC), to better integrate women’s and children’s rights issues into all ASEAN activities.
3. Improve the effectiveness and efficiency of ASEC operations through organizational development, improved project management, development/redesign of processes and enhanced use of ICTs.
Duties
· Together with the Chief of Party (COP), meet with key ASEAN stakeholders at the Secretariat (ASEC) and cultivate these relationships throughout life of project.
· In coordination with relevant ASEAN counterparts, and discussions with COP and USAID/RDMA, lead the design and implementation of activities under the assigned work streams.
· Coordinate and attend meetings with ASEC representatives and other relevant stakeholders in order to assess priority activity areas that relate to the assigned work streams.
· Ensure that project activities complement other donor-funded initiatives.
· Develop project approval request materials for review by ASEAN sectoral bodies, USAID/RDMA, and COP.
· Manage and oversee the assigned Program Manager(s) and Activity Coordinator(s).
· Oversee or contribute to other work streams during life of project as requested by COP.
· Design scopes of work for independent consultancies and other procurements that support the assigned work stream initiatives.
· Supervise short-term expatriate consultants working in technical areas relevant to the assigned work streams.
· Write the technical project description of grants used to support these work streams and participate in the technical review panel for the selection of grantees.
· Play an integral role in the work planning process.
· Contribute to the project Communications Plan.
· Participate in and contribute to the monitoring and evaluation process.
· Contribute to USAID deliverables, such as weekly, quarterly, and annual reports.
· Other duties as assigned by the COP.
The Technical Lead will be based in Jakarta, Indonesia. S/he will report to the Chief of Party.
Required Qualifications
· At least 10 years of professional experience in the relevant field (human rights, women’s and children’s rights, institutional capacity strengthening, civil society);
· At least five years of experience working for/with international organizations and/or donor-funded programs; ASEAN experience preferred;
· Fluency in written and spoken English;
· B.A. degree in a relevant field, Master’s degree preferred, also interested in candidates with a law degree;
· Excellent communication, organizational, and management skills;
· Proven ability to achieve results working in a fast paced environment, independently or as a team member.
