SCOPE OF WORK
Consultant to Conduct Formative Research (FR) and develop Behaviour Change Communication (BCC) Strategy on Infant and Young Child Feeding (IYCF)
in Bener Meriah
LINK2 PROJECT

1.    Description/Background of the Program
Save the Children is a leading, private child-focused non-governmental alliance of 29 member organizations that works in 120 countries throughout the world.  Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response.

Save The Children is implementing LINK2 Project in 2 Sub districts of Bener Meriah District in NAD province (Bener Kalipa dan Permata), supported by GMCR (Green Mountain Coffee Roaster). It's aimed to contribute to improve food and nutrition situation of poor coffee farmers. The project is started in 2012 and will end in April 2015.

One of the objectives of this project is to increase knowledge and improve practices of household caregivers in infant and young child nutrition practices (Intermediate Result-IR 2 in revised RF).

The Behavior Change Communication (BCC) strategy is an important part to achieve this objective as helping parents/caregivers and communities to select and practice good nutrition practices will positively impact their children health.

LINK2 project have conducted baseline survey, and is conducting Mid Term Review (MTR). An important complementary activity is formative research specifically on IYCF as a basis to develop a more comprehensive BCC strategy in the area of infant and young child feeding for Bener Meriah District.

3.    Objectives of the Consultancy
The objectives of formative research and BCC strategy development should accommodate the followings:

1.   To re-define/identify gap between ideal behavior and reality from community (target group: Caregiver/parents; Health worker and community cadres) perspective around targeted behavior change in infant and young child feeding in families;

2.   To gain community recommendations around appropriate key messages that should be promoted and facilitated to enable improved practice;

3.   To get more in-depth understanding on "do-able appropriate practices" from community and health workers (target group) perspectives.

4.   To equip BM local government with a comprehensive written document on BCC strategy IYCF
 
4.    The Consultant responsibilities will include:

1)    Desk review project documents and secondary data from BM related to IYCF

2)    Work with SC team in developing the methodology for FR

3)    Design tools for formative research according to target group

4)    Conduct data collection for formative research; including provide assigned persons for data collection  

5)    Recording and compiling all findings of formative research(FR); and make sure all findings is recorded accordingly

6)    Analysis the result in supervised by SC

7)    FR Report writing and submission both in English and Bahasa

8)    Facilitate workshop to develop BCC strategy on IYCF with local stakeholders and SCteam

9)    Present the draft and final report at SC office 
 
5.    Deliverables:
1)    A completed recording of FR findings
2)    Transcribe of FGD and In-depth interview (Verbatim)
3)    Voice recording during FGD and IDI in MP3 format
4)    Two printed and electronic copies (on 2 CDs/DVDs) of final report in English and Bahasa to include:
  • Executive summary
  • Background
  • Objective
  • Methodology
  • Description of findings
  • Recommendation (specifically on recommended BCC strategy)
  • Conclusion 
5. BCC strategy document on IYCF for BM district

6.    Time frame:
Period of work: From 28 April – 28 May 2014, with approximately 30 working days
