Hivos Vacancy: PO Making All Voices Count, Jakarta

For its Southeast Asia Regional Office in Jakarta, Hivos seeks qualified Indonesian candidates for the position of:

Job Title                    : MAVC  (Making All Voices Count) Programme Officer - Asia

Responsibilities
The Programme Officer will analyse the MAVC’s strategy, identify key opportunities and co-develop and implement the Asian part of the programme. The Programme Officer is responsible for identifying interesting organizations, individuals and /or initiative that can contribute to the MAVC objectives. The PO is responsible for due diligence, assessment, contracting and monitoring of these initiatives.  The PO is also responsible for linking the different groups together as well as identify capacity building needs.

More specifically, the Programme Officer is responsible for the grant making component of MAVC in Asia with regards to component 2 of MAVC: Scaling Up. He/she is also the liaison Officer of MAVC towards Ushahidi and Component 1 of MAVC : Innovation for the Asian region.  The focus countries are Indonesia, Philippines, Bangladesh and Pakistan.

Key tasks
As PO the scouting/brokering role will be a very important element of this function.
The PO develops and systematically manages the MAVC programme in the region.
  • Identifying, assessing, selecting and contracting potential grantees in component 2 – Scaling Up and administrate component 1 – Innovation Grants.
  • Preparing contracts, plans and evaluates reports and maintain a close relationship with partner organisations in the region and work with them on regularly basis to ensure MAVC’s objectives are met. 
  • Use monitoring data to draw lessons and continuously nudge partnership outputs to superb level
  • Work closely with the Policy Director to bring out and publish lessons, and to use lessons drawn from monitoring, evaluation and international knowledge, in the current partnerships
  • Maintain high quality documentation throughout
  • Identify capacity building needs for grantees and prepare action plans to address these.
  • Identify common capacity building needs and liaison with the MAVC Programme Officer Southern Africa on this.
  • Plan and implement networking/brokering events in the region according to the annual work plan
Profile & Competences
  • You have a master degree in international cooperation or another relevant field.
  • You have a minimum of 5 years working experience in an International development context.
  • Knowledge and experience in the field of Governance, Citizen Engagement and technology (strategy, practice and application), extensive experience in project management including project administration
  • You have a keen understanding of country political and social dynamics; analytical and conceptual skills, and ability to translate these into program development
  • Creative thinker, imaginative, able to think outside the box and make unorthodox connections
  • Strong affinity issues of Transparency and Accountability
  • Excellent networking, relationship building and negotiation skills
  • You work with a high degree of independence and an entrepreneurial / innovative attitude
  • Demonstrated team working qualities, and ability to deliver quality results
  • You have excellent verbal, writing and communication skills in English
