PROGRAM ADMINISTRATION COORDINATOR

Job Summary
Australia’s Education Partnership with Indonesia (the Education Partnership) is currently the largest intervention funded by the Australian Government anywhere in the world. Through the Education Partnership Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 – 2014) and support for the initial stages of the subsequent five-year plan (2015 – 2019). The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are three managing contractors and the largest, School Systems and Quality (SSQ) contract, is managed by Cardno. SSQ covers three components, each relating to a different aspect of the Education Partnership.

Each of the SSQ-supported components is national in scope, supporting existing government structures. Component 3 supports the MoRA’s five-year plan to achieve universal national accreditation of private madrasah (Islamic schools) in the Islamic education sub-sector.


Key Duties and Responsibilities:
The Program Administration Coordinator will work closely with:
·         the Administrative and professional teams in Component 3 and with the wider SSQ team to ensure that the Component’s activities are delivered on time and at the quality required
·         the professional advisory team as they plan and develop their approaches.

In particular, the National Program Coordinator will:
a)     Under the direction of the Component Three Manager, manage the day-to-day affairs of the national program component office in Jakarta and be Line Manager for ICT, logistics and drivers;
b)    Oversee all liaison, workshop preparations and travel arrangements for Component 3 staff.
c)     Liaise with Penma, UPPAM and other related stakeholders in order to ensure smooth program implementation as well as coordination.
d)    Liaise with SSQ Program Support Office as required in relation to administrative functions.
e)     Support the Advisory Team in their workshop preparations.
f)     Support Islamic Accreditation, Capacity Development and Training Support Advisors to plan and implement their programs.
g)    Work closely with the Finance Officer to ensure that procurement and other financial functions are transparent and follow the Admin Manual guidelines.
h)     Quality assure the component finance to ensure that component finances are processed in an accurate and timely manner.


Skill Requirements:
The Program Administration Coordinator must possess the following skills:
(a)        Relevant tertiary qualifications in administration or similar;
(b)        At least 10 years’ experience working in the project administration in Indonesia;
(c)        Good administration, training, financial and management skills including a good working knowledge of MS Excel and Word,
(d)        Capacity to work in a multicultural environment and manage a geographically dispersed team;
(e)        Strong interpersonal communication skills and writing skills with an ability to liaise with high-level stakeholders in a development context, particularly with Government of Indonesia counterparts and DFAT officers; and
(f)         Fluency in Indonesian and English (written and spoken).
