The Knowledge Sector Initiative (KSI) program is a joint initiative between the Australian Government and BAPPENAS (The National Planning Agency) to improve the quality of public policies in Indonesia through the use of research, analysis and evidence. The program seeks to achieve this by supporting the capacity building of think tanks, to improve the quality of their research to meet policy maker’s needs, improve systems and regulations in government to support research-based policy making, and to develop effective models for procuring and using research to strengthen policies in education, health and social protection that will benefit the country’s poor. The program, projected to be 15 years in duration, began implementation in May 2013.
The overall goal of KSI is that Indonesia has the capacity to develop effective and socially accountable policies that meet priority development needs. Revitalising the Indonesian knowledge sector is an enormous effort, well beyond the scope of any one agency or development partner. AusAID’s objective in supporting this program is to catalyse reform efforts by providing its partners with a framework and resources to drive a reform process. It does not do everything. Designing the program interventions required striking a balance between the need for a comprehensive approach to knowledge sector reform and realism about what can be achieved with limited capacities, resources, and timeframes. Nevertheless, analysis suggests that in Indonesia the time is ripe for launching this change.

RTI International as the managing contractor for the Knowledge Sector Initiative (KSI) Project is seeking highly qualified candidates to fill the following four positions to be based in Jakarta, Indonesia:
·         PROGRAM OFFICER
·         MONITORING EVALUATION OFFICER
·         PROGRAM ASSISTANT
·         EXECUTIVE ASSISTANT
 
 
 I.             PROGRAM OFFICER
Position Summary:
The KSI Program Officers will lead program activities supporting partner organisations to:  
(i) produce and communicate high-quality policy research;
(ii) effectively translate research into policy options; and
(iii) incorporate policy options into the research agenda.
At times Program Officers may be called on to support the ‘Demand’ Component, which works directly with several Indonesian ministries in the management of research for evidence-based policymaking. Successful Program Officers will work flexibly across all KSI components and foster cross-fertilisation and cooperation.
The objectives of the assignment are as follows:
a.    To ensure that partner organisations are effectively communicating and collaborating with the KSI project in all aspects of the partnership to meet overall project goals as listed above.
b.    To ensure that partner organisations are receiving TA efficiently and effectively, meeting KSI and partners organisations objectives to improve quality, relevance and communication of research while also improving organisational capacity and operational integrity.
c.    To strengthen the capacity of partner organisations to carry out, communicate and use policy relevant research
ESSENTIAL Duties and Responsibilities
a.       To directly manage relationships and liaise with partner organisations to ensure clear communication, shared and cleared objectives for all activities at large. The position is to provide a pro-active one-window mechanism for the partner organisations to collaborate with KSI.
b.      To be the lead coordinator with defined partner organisations and internal project staff for the provision and management of technical/operational support to meet expected project outcomes. Areas of work include, among others, annual strategic planning, collaborative identification of needed TA, fostering a learning culture in partner organisations, assistance in networking and other external collaboration, and facilitation of collaborative communication activities.
c.       Working with the project staff, other Program Officers and partners to identify, facilitate and manage cross program collaboration and synergies.
d.      Coordinating closely with the Senior Advisor – Research and the Organisational Development and Learning Specialist in design and implementation of a variety of activities, which may include oversight of consultants and/or consulting organisations.
e.      To work with the project M&E team and partner organisations to implement activities and collect data related to the project's M&E framework and requirements.
f.        To work with the KSI grants management unit to closely coordinate communication around deliverables and grants management with the partner organisations, including a pro-active collaborative approach to problem solving.
Required Qualifications:
  1. Five years of program/project management experience, ideally in policy development, research & analysis or governance
  2. Excellent communication, facilitation and inter-personal skills.
  3. Ability to work well within a team.
  4. Ability to work effectively with government and non-government stakeholders in the field.
  5. Master's Degree or PhD in relevant discipline or a Bachelor’s Degree combined with extensive and highly relevant experience in the knowledge sector.
  6. Excellent writing skills in Bahasa Indonesia. Fluency and strong capacity to read and write reports in English.
II.           MONITORING AND EVALUATION OFFICER
Position Summary:
The objectives of the assignment are as follows:
a.    At the impact level, the basic hypothesis is that targeted support to the knowledge to policy process will improve Indonesia’s overall ability to produce and use high-quality evidence for policy-making. An important role of the Monitoring and Evaluation (M&E) Framework for the program will therefore be to test this hypothesis.
To work with the Senior M&E Specialist, Lead Technical Advisor, M&E Manager and the Senior Management team to implement the design needed for impact, process and impact evaluations as needed to test, measure and research the effectiveness of the program, its components and the knowledge to policy cycle.
Monitoring and Evaluation Officer Essential Duties and Responsibilities:
Under the direction of the M&E Manager, the M&E Officer will support the delivery of all operational aspects of the Monitoring and Evaluation Plan.  They will work in close coordination with the M&E Manager, the Lead Technical Adviser, and at times, the Senior Monitoring and Evaluation Specialist.
a.       To support the M&E Manager help set broad parameters for measuring the overall success of components and hypothesis testing for measuring program success.  Provide support to all Component Leaders in implementation of the M&E Framework.
b.      Support the  development of a robust M&E framework as well as plans at the program and component levels, and the key measures of progress and tools to monitor both service delivery (notably in terms of capacity building) and research to policy improvements.
c.       Support and at times, manage under the supervision of the M&E Manager, operational research, research design, evaluation design, data collection, data management, data presentation and report writing for the project, including regular and required reporting to AusAID.
d.      Work collaboratively with national level counterparts (e.g., from BAPPENAS, Supply Side Organisations and Balitbangs, and others) to ensure buy-in and assist the Senior Management Team in capacity building for various stakeholders.
e.      Support the M&E Manager in meeting additional evaluation data requirements from the KSI team and AusAID.
1.    Experience
Essential
a.       Experience implementing M&E systems for programs in resource constrained settings. made.
b.      Demonstrated practical experience in research or evaluation design and implementation.
c.       Demonstrated experience in a research environment or in a policy environment.
d.      Demonstrated ability to breakdown and communicate complex concepts simply with a range of stakeholders in multi-cultural settings.
e.      Demonstrated ability to develop and deliver M&E capacity building activities for implementation teams.
f.        Demonstrated ability to facilitate learning from, and response to, M&E findings with implementation teams and other relevant stakeholders.
Desirable
  1. Demonstrated experience in the delivery of development programs. This is required to ensure that the Officers are sensitive to the difficulties of implementing development programs in complex settings, that the design is feasible, and that the M&E systems meet the needs of all relevant stakeholders.
  2. Demonstrated commitment to keeping up to date with the theoretical and practice developments in the field of evaluation.
2.    Terms of Reference
a.   Under the supervision of the M&E Manager, support the conduct of an Evaluability Assessment of the initiative. At a minimum this would include: a review of the expected end-of-program outcomes and robustness of the program logic; articulation of stakeholder decisions and information needs including key evaluation questions; review of the availability and quality of existing data sources; review of the capacity of the implementation team or other relevant stakeholders to collect, analyse and report on data; articulation of the resources and budget available to conduct M&E for the program.
b.   Support the M&E Manager, Senior M&E Specialist, and the senior management team to use a participatory approach in the design of a monitoring and evaluation plan that meets the expectation of AusAID and international standards of practice in M&E.
c.   Provide regular support to the implementation of the M&E Plan, assuring the quality of the M&E system implementation and providing technical support for the collection, analysis and interpretation of data.
d.   Support the implementation of a capacity building plan to develop, monitor and evaluate relevant M&E skills internal to the project team and with KSI partners, and to ensure that there is an enabling environment in place to implement the M&E plan.
e.   Support the compilation of KSI progress reports that meet the requirements of AusAID and other primary users of the information such as national partners. An evidence-based, timely contribution to the Quality at Implementation Reports, Independent Progress Reports and Activity Completion Reports should be prepared where requested. Reports must reflect an analytical contribution where the implications of findings are explored, not simply reported.
f.    Contribute to the intellectual development of KSI during implementation. Working as a facilitator, support the implementation team and other relevant stakeholders to learn from, interpret and respond to M&E findings over the life of the initiative.
g.   Under the guidance and support of the M&E Manager and the Senior M&E Specialist, support the development of the methodology for the collection and analysis of data on the contractor performance indicators.
h.   Provide on-going training and guidance to other national team members to ensure that they understand the purpose and objectives of the M&E Plan and to help them fulfil their roles in implementing the Plan.
Required Qualifications:
  1. At least five years of professional experience and demonstrated research design and monitoring and evaluation experience. Experience in policy research and knowledge to policy theory a plus.
  2. Master's Degree and/or PhD in relevant social science or policy field. .
  3. Excellent communication and inter-personal skills. Ability to work well within a team and to work effectively with government and non-government stakeholders in the field.
  4. Excellent writing skills in Bahasa Indonesia. Fluency and strong capacity to read and write reports in English.
  5. Experience in one of the initial priority sectors (health, education, social protection) of KSI an asset.
 
III.          PROGRAM ASSISTANT
Position Summary:
Performs administrative and support activities for multiple supervisors with the project’s technical units. Duties include fielding telephone calls, receiving and directing visitors, word processing, scheduling meetings, travel and events, creating spreadsheets, reports, and presentations, and filing. Extensive computer skills are required, as well as Internet research abilities and strong communication skills.
 
Essential Duties and Responsibilities:
·         Performs basic administrative tasks, including photocopying, mailing, filing, and word processing, and internet research;
·         Manages activity calendars and schedules of the technical component teams;
·         Schedules and manage component meetings, prepares agendas, and transcribes and distributes minutes;
·         Maintain project logs, impact/uptake logs, and other related management and monitoring systems;
·         Assists program officers and technical component leaders in planning and organising events and activities, manages scheduling, invitation coordination, and logistics;
·         Prepares correspondence, and compiles data, spreadsheets, reports, and presentations based on project staff input and research;
·         Coordinates TOR, consultant, budgetary, and operational clearances and approvals with KSI Management, the RTI Asia Regional Office, and RTI, as appropriate; and
·         In coordination with the Administration team, coordinates domestic and international travel arrangements for program meetings, conferences, and activities;
·         Liaises with Administrative Officer on preparing administrative and procurement requests
·         Compiles supporting documentation needed including clearances and approvals for payment execution.
·         Performs other related duties as assigned.
Required Qualifications:
·         Bachelor’s degree with 2 years’ related experience;
·         Excellent written and verbal communication skills in English and Indonesian;
·         Strong organizational skills and attention to detail, with the ability to be flexible and work well under pressure in a multi-task environment;
·         High degree of professionalism and sensitivity to confidential matters;
·         Excellent interpersonal skills, and ability to work independently and perform in a matrixed, multi-cultural environment; and
·         Experience using MS Word, Outlook, PowerPoint, and Excel applications, social media, web-based systems, and Internet research.
 
IV.         EXECUTIVE ASSISTANT
Position Summary:
Performs administrative duties for executive management. Responsibilities include communication, managing calendars; making travel, meeting and event arrangements; preparing reports and financial data; and customer relations. Requires strong computer and Internet research skills, flexibility, excellent interpersonal skills, project coordination experience, and the ability to work well with all levels of internal management and staff, as well as outside partners, Government of Indonesia representatives and the Department of Foreign Affairs and Trade (DFAT).
Essential Duties and Responsibilities:
ADMINISTRATIVE SUPPORT
·         Help maintain and manage the Team Leader and Lead Technical Advisor calendar
·         Organize, schedule and prepare for meetings with key people and partners
·         Arrange travel reservations and logistics for the Team Leader and Lead Technical Advisor
·         Assist in the preparation of expense, and other administrative reports
·         Provide other administrative and office management support, as needed
 PROGRAM SUPPORT
·         Take notes and action minutes at key program meetings
·         Compile and disseminate program materials and documents
·         Conduct research and literature review, as assigned
·         Prepare briefs and memos on key program issues, as assigned
 
COMMUNICATIONS SUPPORT
·         Assist in drafting, editing and disseminating written communications
·         Assist in maintaining Twitter feed, blog posts and related production
·         Assist in responding to email and other correspondence
 
INFORMATION MANAGEMENT
·         Capture, process and organize incoming demands on Team Leader and Lead Technical Advisor
·         Maintain reference material, project support materials, and tickler files
·         Maintain the Team Leader and Lead Technical Advisor work load management database
·          
Required Qualifications:
