Background
The ILO MAMPU Access to Employment and Decent Work for Women Project is promoting decent work for homeworkers. This Project contributes to the broader Australian Aid MAMPU Indonesia (Maju Perempuan Indonesia untuk Penanggulangan Kemiskinan) Program. The Project is entering its second phase of implementation.

During the second phase of the Project, the Project is expanding its partnerships and geographical scope to upscale activities and support provided to organisations and trade unions organising and representing homeworkers during 2013.

The immediate project objectives include:
  • Improvements in working conditions of women homeworkers in target provinces; 
  • Employers promote decent work and better working conditions for homeworkers; 
  • CSOs and unions support women with disabilities in home-based work to have improved access to decent work; 
  • The rights of women workers to decent work and equality in employment are strengthened through national policy, programs and/or regulations; and 
  • Women are empowered to take action on their own priorities in target provinces.
Project objectives are being pursued through the following strategic interventions:
  • Direct action to pilot innovative approaches to address challenges faced by women workers in Indonesia; 
  • Institutional development of implementing partners and Project partners to promote social and economic empowerment of women workers and decent work for women;
  • Advocacy and knowledge sharing; and
  • Development and provision of responsive policy, planning and programming advice.
The series of pilot projects that are being implemented to test innovative approaches to address identified challenges to gender equality in employment include:
  • Technical assistance to strengthen the organisation, leadership, representation and access to services, better working conditions and social protection for homeworkers;
  • Technical assistance to employers to support decent work for women and substantive equality in terms of labour market outcomes; and 
  • Technical assistance to DPOs and other stakeholders to empower and strengthen access to decent work for home-based women workers with disabilities.
The National Project Officer will be required to provide technical and programmatic support to the Project’s private sector engagement work as well as the development of a program to promote equality and access to employment for women with disabilities.

Supervision
The National Project Officer will be supervised by the Project Technical Chief Advisor (CTA).

Specific duties and responsibilities
  • Provide technical assistance to the development and implementation of strategies to support women with disabilities to access decent work;
  •  Provide programmatic coordination and support to implement research on women with disabilities;
  • Provide programmatic support and develop relationships with APINDO and international buyers to support the implementation of Project activities with Apindo and international buyers;
  • Coordinate and oversee the implementation of pilots with Apindo, employers and international buyers;
  • Provide technical assistance to employers to improve their understanding of gender equality issues in employment and to improve the working conditions of homeworkers;
  • Support and facilitate engagement of employers in social dialogue with homeworkers, trade unions and local and national Government to seek solutions to improve the conditions of work of homeworkers;
  • Provide coordination support for research with employers on home work;
  • Provide technical assistance to Better Work Indonesia enterprise advisers when advise on addressing issues related homeworkers arise;
  • Provide technical assistance to support women’s groups, local government and other identified stakeholders in the management, sustainability of childcare services, ensuring targeted vulnerable and marginalised women benefit;
  • Coordinate with and provide technical support to national project officers in Medan and Surabaya for all project activities;
  • Support routine monitoring and evaluation of activities through documentation of project and project partners’ progress and challenges encountered;
  • Participate in the organisation of project conferences, seminars, workshops, training sessions and meetings;
  •  Assist the CTA in preparing budgets, technical briefs and reports on project status, including achievements, persistent challenges and contributions;
  • Undertake missions to project sites with project officials and/or stakeholders;
  • Draft and translate into Bahasa Indonesia, various project documents, statements or other public information;
  • Contribute to knowledge sharing for all project activities within the ILO Jakarta Office, with MAMPU partners and relevant ILO units and departments; and
  • Perform other duties as may be assigned by the CTA or ILO Country Director for Indonesia and Timor Leste.
Qualifications requirements
Education -  First level university degree in a relevant field.

Experience - 2-3 years of professional experience in private sector engagement and/or working with persons with disabilities

Languages - Excellent command of English and Bahasa

  • Demonstrated skills in research, planning, organization and monitoring skills.
  • Shares knowledge – Shares important or relevant knowledge and information formally (e.g. workshops, seminars) or informally (e.g. conversations with colleagues); promotes knowledge transfer.
