Communication Officer

A.  Job description
§  Responsible for all internal and external communications activities for PAKLIM and other projects under climate change and environment priority area
  • Information and knowledge management in and between the projects and with relevant stakeholders
  • Develop specific communication plans, core messages and visibility guidelines to provide targeted outputs of various communication activities 

      Within this context, s/he fulfills the following tasks:

B.  Tasks
Brand and communications compliance
§  Ensure publication materials meet with the GIZ publication guidelines to maintain the consistency of GIZ’s visual representation
  • Instituting communications/information standards to ensure consistency and quality of messaging Ensuring any necessary policy and/or programme linkages are made
§  Ensure the quality of translation work performed by external consultants and provide recommendations for better translation as necessary
  • Linguistic and layout design quality assurance for project and partner documents in English / Bahasa Indonesia

Internal communications tasks
  • Maintain communication with GIZ Office Jakarta as communication focal person of the project
  • Monitoring, collating and analyzing media coverage, conversation in electronic media and social media posts as well as preparing monthly media summary (clipping of climate change news from newspapers and other media)
§  Edit and proofread publication materials in English and Indonesian to ensure the effectiveness and consistency of language and terminology in use in consultation with component members
  • Collect information on all the different initiatives related to cities and climate change and try to find synergies between
§  Determining style and format for communication materials and timing/sequence of tasks; developing ToR and overseeing contracts
  • Encourage project members to actively utilize the provided information management tools

External communications
  • Designing, developing, implementing and evaluating the overall communications and public relations strategy for PAKLIM and climate change priority area including identification, development, promotion and dissemination of PAKLIM brand and determination of the type and presentation of information appropriate to target audiences and the messages being conveyed
  • Development and delivery of all public relations and communication materials, ensuring quality of content, production and delivery, including preparing and supervising the production of publicity brochures, handouts, direct mail leaflets, promotional videos, photographs, films and multimedia programs as well as the management of websites and social media accounts
  • Support the delivery and evaluation of facilitated sessions (meeting, workshop, etc.) as well as the elaboration of evaluation reports
  • Compile and organize news material (information and photographs) to be exposed in the web, newsletter, social media and other media
  • Develop and deliver responses for all media and public inquiries, issues, etc.
  • Develop and maintain contacts with all relevant stakeholders in national level
  • Observe communication and interaction between government institutions, non-government organizations, and the local community through direct dialogs, participation in forums, workshops, seminars, etc.
  • Identify, map and engage key opinion makers in relevant partner organizations

Knowledge management
  • Managing knowledge by documenting and disseminating know-how, experience (success stories, good practices and lessons learned) and information
§  Maintain database of all PAKLIM publications to date, both in hard and soft copy
  • Assist the Knowledge Management Working Group in updating project documentation for the webpage of PAKLIM and for the filing system/server
  • Support in promoting the use of ‘soft’ knowledge management approaches through utilization of Capacity WORKS tools.
  • Provide training related to the use of PAKLIM website and data management system in collaboration with IT Professional
  • Cooperating with climate change mitigation pilot project team in cities and industries for taking up the lesson learn needed for development of capacity development tools and concept

Project management
  • Planning, developing, coordinating communication activities by: establishing specific project communication plans, priorities, timelines; determining communication concept, strategy; developing schedules, estimating costs and establishing budgets
  • Supporting the organisation of events (workshops, seminars, conferences, etc.)
  • Support project events by taking a role as Master of Ceremony (MC) or interpreter whenever deem as necessary
  • Assist Principal Advisor on matters related to public exposure
  • Liaising with colleagues and key spokespeople

General tasks
§  Support in planning and organizing meetings, workshops, and other capacity building and awareness raising events
§  Conduct oral and written translations as required
§  Assist in administration duties related to the project

C.  Required Entry Qualifications and Competencies
Formal Education
§  University graduate with focus in Public Relations, Journalism or Communication

Professional Experience
§  At least 3 - 5 years of proven strategic communications planning and implementation experience, including media relations, government affairs, community relations and event management;
§  Proven ability in managing and implementing media and government relations strategies
§  Demonstrated leadership, team building and supervisory skills
§  Previous experience working with or in a communications/marketing agency environment
 
Skills :
§  Excellent command of MS-Office
§  Excellent English skills
§  Exceptionally strong writing and project management skills
§  Ability to work closely and cooperatively with internal and external associates
§  Strong negotiation and communications skills
§  Strong problem-solving skills
§  Ability to work in a consultative and collaborative manner
§  German language skill is a great advantage
