PROJECT DESCRIPTION
The Indonesia Prioritizing Reform, Innovation, Opportunities for Reaching Indonesia’s Teachers, Administrators, and Students Project (PRIORITAS) is a 5-year project (2012-2017) funded by the United States Agency for International Development (USAID). The USAID PRIORITAS project in Indonesia focuses on capacity building and quality improvements for teacher training institutions (TTI) and pre-service teacher training providers. The USAID PRIORITAS will build the capacity of MONE, MORA and pre- and in-service teacher training organizations to coordinate; plan and train The USAID PRIORITAS will support teaching improvement at the primary and junior secondary level, especially in early grade reading (EGR), math and science. The USAID PRIORITAS will strengthen provincial, district and local training for improved school governance and management of financial and human resources, so that these resources will directly support learning outcomes and will ensure that staff development can be sustained. The USAID PRIORITAS will work to strengthen TTI capacity through programs which address the needs of curriculum and course content, training lecturers in improved pedagogy and strengthening teacher practicum courses.
SUMMARY
The Accountant-Jakarta will be responsible for preparing timely and accurate financial reporting as well as data entry. The position will assist the finance manager in Jakarta in all aspects of project accounting and financial management. He/she processes accounting transactions according to the general principles of accounting and home office field accounting manual. He/she ensure the offices follow all relevant EDC, USAID and local Indonesian government policies, procedures, and regulations. The Accountant-Jakarta reports to the Operations & Finance Support Manager in Jakarta. The position is based in our Jakarta office, Indonesia.
ESSENTIAL FUNCTIONS
• Provides administrative and accounting support to the Finance Manager. This responsibility requires time management, planning, organization, and prioritized assignments to meet requirements and facilitate workflow.
• Contributes to the overall performance of EDC-PRIORITAS’s Finance and Operations by ensuring that EDC-PRIORITAS policy is properly implemented and all transactions are properly processed, recorded and reported on time.
• Assists in preparation of review of provincial office’s expense reports, bank reconciliations, petty cash reports, bank vouchers, and petty cash vouchers.
• Assists the Finance Manager in checking the monthly hard copy supporting documents.
• Assists the Finance Manager in the preparation of monthly financial spreadsheets, cash flow forecasts.
• Maintains or verifies petty cash transactions. Oversees reconciliation of balances at least once a week.
• Ensures timely data entry of transactions into QuickBooks;
• Enters accounting transactions into Excel (for petty cash only) on daily basis.
• Prepares bank reconciliations for the Jakarta office bank accounts
• Helps in Preparing Request for Funds from Home Office;
• Assists to process travel authority request (TAR) and advances for local and expatriate staff and follows up on outstanding balances.
• Checks and processes expense reports generated by the staff.
• Prepares vouchers for payments for vendors, consultants and sub-contractors. Maintains payment for approval.
• Assists Finance Manager in review of procurement process and completion of the documents as required.
• Verifies vendor and local subcontractor invoices and makes sure that all supporting documents are received and correct.
• Verifies approvals and code transactions based on PRIORITAS’ chart of accounts.
• Assists in issuing and sending checks and wire requests signed by the Teaching and Learning Advisor to appropriate recipients.
• Assists in closing accounting transactions on the 20th of each month.
• Assists home office, field accounting, and project management staff in reconciling intercompany accounts.
• Maintains audit-ready finance/accounting filing system.
• Supports and prepares financial documents, including M&IE, logistics and transport payments for participants during and after workshops/seminars/trainings etc.
• Assists with performing periodic checks and audits on provincial office financial procedures, reviewing compliance with USAID regulations, budget ceilings, and on record keeping, reporting results to Finance Manager and Teaching and Learning Advisor.
• Conducts checks on compliance with USAID’s Anti-Terrorist Certification (“ATC”) regulations
• Assists in the preparation of the necessary information for TraiNet data entry.
• May travel occasionally based on project needs.
• Any other duties that may be assigned by Teaching and Learning Advisor and Finance Manager.
QUALIFICATIONS AND REQUIREMENTS
• A good knowledge of the general accounting practices and procedures, fund accounting bookkeeping and taxes.
• Familiar with and awareness of the laws and regulations that apply to an accounting function to ensure compliance.
• A Bachelor’s degree in finance and accounting.
• Minimum of 4-5 years of professional experience in accounting or financial management
• Fluency in Bahasa Indonesian (required) and English (minimum level 3 required).
• Basic knowledge of MS Office applications (Excel is mandatory, Quickbooks is a plus).
• Knowledge of USAID policies and procedures is also a plus.
