The Knowledge Sector Initiative (KSI) program is a joint initiative between the Australian Government and BAPPENAS (The National Planning Agency) to improve the quality of public policies in Indonesia through the use of research, analysis and evidence. The program seeks to achieve this by supporting the capacity building of think tanks, to improve the quality of their research to meet policy maker’s needs, improve systems and regulations in government to support research-based policy making, and to develop effective models for procuring and using research to strengthen policies in education, health and social protection that will benefit the country’s poor. The program, projected to be 15 years in duration, began implementation in May 2013.

The overall goal of KSI is that Indonesia has the capacity to develop effective and socially accountable policies that meet priority development needs. Revitalising the Indonesian knowledge sector is an enormous effort, well beyond the scope of any one agency or development partner. AusAID’s objective in supporting this program is to catalyse reform efforts by providing its partners with a framework and resources to drive a reform process. It does not do everything. Designing the program interventions required striking a balance between the need for a comprehensive approach to knowledge sector reform and realism about what can be achieved with limited capacities, resources, and timeframes. Nevertheless, analysis suggests that in Indonesia the time is ripe for launching this change.

RTI International as the managing contractor for the Knowledge Sector Initiative (KSI) Project is seeking highly qualified candidates to fill the HR Officer position to be based in Jakarta, Indonesia.

ESSENTIAL Duties and Responsibilities
Recruitment
  • Creating CV Database in shared folder for all incoming applications 
  • Scheduling interview schedule including preparations of venue, CV and interview sheets.
  • Assists in the National Staffs and STA-Consultant recruitment efforts as needed. 
  • Responsible for effective and efficient recruitment processes both internally and externally including working closely with Project HR of assigned hires as well as continues follow up with applications screening, offer sending, and on-boarding. 
Employment Administration
  • Responsible for administration and creation of a wide variety of personnel correspondence related to National Staff and correspondence/documents collection for contract issuance, salary change, title change, contract extension, termination, other activities to include recruitment (when required), Employment Agreements, extensions, and other changes in status ;
  • Source short-term technical assistance (STA) input as identified by the KSI technical team, gather and verify relevant documents from the candidates, document competition processes and present Consultant Request Form to RTI Indonesia HR for issuing a consultancy agreement. Help create, and work through, the Technical Support Network (TSN)
  • Backstops HRIS entry, reporting and compliance for client base in the Projects ensuring accuracy and integrity.  Responsible for HR systems support to the RTI Indo and RTI Projects in Indonesia 
  • Preparing confidential documentation for negotiations; 
  • Maintaining job titles and allocations for position and job grading control across the board 
  • Maintaining and updating all control personnel files
  • Monitor closely the P3 data entry and to assure high quality of data maintenance and updating
  • Maintains manual and electronic documents files and records 
  • Perform record keeping and clerical functions
Payroll and Benefit
Track and facilitate timely completion of timesheets and overtime records by project staff, and coordinate with RTI ARO for payroll processing
  • Record employees' KSI time in other RTI systems, as needed
  • Process employee's requests for paid leaves, track leaves taken against authorized number of days
  • Working closely with RTI ARO Sr. HR Manager to make sure payroll is executed on a monthly basis with data accuracy 
  • Assist in Coordinating with designated person in charge under RTI Indo Office in registering new hires to health insurance benefit lines in timely manner
Other
  • Assist in Establishes and maintains effective positive partnerships with management and employees 
  • Supports the Senior Human Resources Manager in coordinating regional activities such as due diligence, compliance review of policies, employee handbooks , personnel file compliance within client group, local national performance review, salary structure review, HRIS auditing, capacity building, training, etc.  
  • Other duties as assigned by superiors within the capacity of his/her field of profession
Required Qualifications:
  • Bachelor’s degree and 6 years’ related experience; MA degree and 3 years related experience or equivalent combination of education and experience.
  • Working knowledge of and experience in international and local national HR.
  • Working knowledge of and experience in local labor and employment laws and legal resources.
  • Familiarity with international development systems and policies.
  • Ability to prioritize issues and make recommendations to policies.
  • High degree of professionalism and discretion; culturally astute.
  • Ability to work independently as well as perform in matrix organization.
  • Strong negotiator with ability for partnership and collaboration. 
  • Strong writing and presentation skills with ability to communicate well within and across diverse groups and perspectives.
  • Strong attention to detail, accuracy and organizational skills with ability to be flexible and work well under pressure in a multi-tasking environment.
  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel and HR systems.
