TNC Indonesia Vacancy: Central Payroll Accountant, Jakarta

Currently we are searching for a qualified candidate to fill the position of:

CENTRAL PAYROLL ACCOUNTANT

This position is responsible for three main functions i.e. payroll administration, payroll tax audit and tax administration.

Payroll Administration
The Central Payroll accountant reviews employee hours from the time recording system (Deltek) that TNC uses.  This includes verifying employees’ paid time off, calculating taxes and also calculating differential payments according to TNC Indonesia’s policies (e.g. making Jamsostek/BPJS Ketenagakerjaan calculations, processing insurance payments, medical claims and employee savings program). S/he keeps/files employees timesheet documents as necessary.  S/he reviews the information in the payroll to determine if there are errors.  S/he also arranges the mail delivery of salary slips to employees.  S/he updates information in the payroll system whenever an employee receives a pay raise, variable pay or leaves the company.  She is the point of contact to go to for annual leave balances and outpatient balances.  She works with TNC Worldwide Office Payroll team in the implementation of the Deltek system for the Indonesia Program.

Payroll Tax Audit
Related to payroll, the Central Payroll Accountant helps the programs with reviewing processes, system and procedures to ensure that we fully adhere to TNC’s standard policies and procedures, donor intent and requirements and government regulations.  S/he develops, proposes improvement of the processes, systems and procedures of any part of the system for which s/he believes could bring to a better improved internal control of TNC Indonesia.    S/he works closely with tax consultant on annual tax return art. 21 and 25 preparation and reporting for the period 31 December, calculation of income tax art. 21 for employee and vendors, and prepare monthly tax report art. 21.  S/he serves as liaison between tax audit and finance/accounting units on things related to taxation and provides Grant Specialists with information regarding labor reports as needed.

Tax Administration
The Central Payroll Accountant works closely with TNC’s tax consultant on payroll tax issues and also other tax matters.  S/he administers, verifies and monitors to make sure that we fully comply with all Indonesia tax rules.  S/he compiles source documents to reconcile the Account Payables and Account Receivables.  In this role, s/he works closely and has a dotted reporting line to the Accounting Operations Manager.

The Central Payroll Accountant reports directly to the Human Resources Manager with dotted line to the Accounting Operations Manager.  S/he is based in Jakarta, Indonesia.

Requirements:
  • Bachelor’s degree in finance/accounting; CPA preferred, or 5-7 years of related work experience or equivalent combination
  • Strong knowledge of tax and understanding of fund accounting principles, practices and regulations
  • May require in-depth working knowledge of grants accounting
  • Technical expert on complex accounting/financial issues
  • Solid knowledge and experience using and maintaining automated systems
  • Proven organizational skills and accuracy, attention to detail and ability to handle multi-tasks
  • Quick books experience is a plus
  • Decisive project management skills with the ability to plan and execute accordingly
  • Ability to work in fast paced office and meet deadlines
  • Good spoken and written English
