Terre des Hommes
Netherlands Regional Office Southeast Asia supports local partners in
Indonesia, Philippine, Cambodia, Laos, Myanmar and Thailand. For its Regional Office in Jakarta, Indonesia, Terre des
Hommes Netherlands is currently looking for a Regional Operations Manager
Objective of the position:
To be responsible for coordinating, developing, realizing
and evaluating the policies and issues in the areas of Human Resources, legal, quality management, office management, learning organisation, safety &
security and improvement of processes and advises the management with regards
to these areas.
The Regional Operations Manager reports to the Regional Representative and leads the employees in the office management team at the regional office.
Result areas:
· Human Resources management: To ensure that HR policies and manuals are in place in
the region, updated according to national policies, and HR management
guidelines from Head office are correctly implemented; To advice and assist the management in the hiring and
firing of personnel (recruitment, contract, job description, introduction,
termination), performance interviews and appraisals, also employee salary and benefits;
To ensure that staff development/capacity building
(including management development) takes place in the region by the management; to ensure that HR administration is in place.
· Legal affairs & registration: To ensure organisation wide compliance with
international, regional and national laws and regulations including
registration, in order to minimise legal organisational risks; To establish
and keep updated legal documents and formats and organize the contracts with employees, third parties (consultants), codes of
conduct, manuals and statutes.
· Strategy: To
be part of the management team analyse and
give input from an operations point of view on the regional strategy and to
develop the regional strategy; to
recognize issues, for which regional strategy and strategy for operations
specifically should be developed based on
new developments, practice and vision on operations; to advise the regional representative, whether solicited or unsolicited and to work together closely with the other MT-members and
country managers.
· Office management: To be in charge of the office
management
of the region; To ensure adequate maintenance of insurance covers, rent agreements and
security agreements for all office
property and rented property.
· Government Liaison and Networking/Collaboration: To maintain
relationship with concerned government institutions, relevant INGOs and
UN-institutions for sharing information and experience regarding non-program
issues; To establish contacts with companies to get facilities or
services that benefit the efficiency of organisation costs.
· Others: To take the
role of security focal point in
the region: to ensure that the safety and
security policies, and local safety plans are implemented, up to date and
followed and travelling staff is trained and informed about security risks; To be the contact person
for Head office regarding quality management, lean management, knowledge
management, learning organization and
management information and assists the regional director with implementation of
these subjects in the region; To be in charge in complaint management in sign
up, advise on and coordinate complaints, according to guidelines of Head office, in order to achieve rapid and satisfaction handling of complaints.
Qualifications, knowledge and experience
- Strong functional competencies in leadership,
persuasiveness, judgment and focus on quality
- A minimum of Bachelor
Degree in relevant education
- A minimum of 5
years relevant work experience
- Knowledge of
Office Management and Information Communication Technology
- Knowledge of the NGO context within the framework of government
requirements and statutory compliance
- Excellent command of English
- Competent team player, conscious about different cross cultural values,
gender sensitive and child focused
Our offer
This position is a local position for which local remuneration and secondary benefits apply.
We offer a salary in accordance with the labour market, a contribution
towards the costs of a health scheme and participation in a pension scheme.
You will be contracted for 1 year, including a three months probation period with the possibility for extension. Starting
date to be agreed upon.
