Accountability Program-1 (SIAP-1), Indonesia

Money Politics and Administrative Reform Components
Level of Effort: up to 85 days
Period of Performance: March 1-June 20, 2014 (full-time)
Project Summary:
The objective of SIAP-1 is to contribute to good governance in Indonesia by strengthening integrity and accountability in government – principally at the national
level. It will do this by supporting governmental and non-governmental efforts
to strengthen integrity
and accountability. Two major components of SIAP-1 are:
1. Supporting efforts by key accountability agencies such as the Corruption Eradication
Commission (KPK) and the Supreme Audit Body (BPK) to strengthen integrity
and accountability in government.
2. Supporting efforts
to strengthen political integrity
and accountability by reducing the influence of “money politics.” This will include support for efforts to strengthen
the fair regulation of political
finance and effective oversight and enforcement.
Position Summary:
The Consultant will support the
Program by ensuring the main programs remain coherent, coordinated, and
encourages cross-pollination between them. He/she reports directly to the Chief
of Party. He/she coordinates the BPK and KPK components and works directly with
the Money Politics and the MENPAN component.
Responsibilities:
MENPAN
- Support component for the Ministry of Administrative Reform (MENPAN), including performance management and government services
- Advise the Administrative Reform Working Group, contribute during meetings and in writing.
- Prepare the visits of international consultants to brief Working Group and its members
Money
Politics:
- Work with political parties, government officials, NGOs, and businesses to initiate a new dialogue on political party finance reform options
- Apply best practices from international experience to the Indonesian situation
- Write policy papers on various reform options to catalyze dialogue by stakeholders
- Coordinate the work of NGO grantees and work closely with them in developing monitoring and watchdog activities of political party financing at the national and local levels.
General
- Monitor progress of all technical project activities to measure performance and results, making adjustments when necessary
- Periodically, write reports on the project’s activities and achievements
- Conduct meetings on a regular basis with Government of Indonesia officials concerning project activities, along with the COP and component managers,
- Support the recruitment of technical advisors and specialists to serve as trainers and consultants;
- Write reports describing the work accomplished and the outcomes of those activities.
General provisions and
limitations:
- All final decisions related to this Project are made by the COP and MSI/HQ responsible and authorized personnel.
- Any meetings with senior government officials (Deputy level and higher) should be informed in advance to the Chief of Party.
- The Consultant does not speak for SIAP 1 and cannot engage in agreements on behalf of the program.
- Any communication with USAID is the authority of the COP and MSI/HQ responsible and authorized personnel.
Requirements:
- At least 5 years managing governance development programs
- Technical expertise in at least one of the two technical areas (campaign finance, administrative reform)
- University degree in public administration, political science, business or other relevant field.
- Experience working with USAID programs a priority.
