MAMPU RECRUITMENT
DFAT’s new gender
program, Empowering Indonesian Women for Poverty Reduction (MAMPU), aims
to improve the welfare of poor women in Indonesia. Despite significant
reforms, critical public services do not always
reflect the needs of poor women, or are not accessible by poor women.
This situation has been exacerbated by government decentralization where
local governments are increasingly expected to deliver social services
for the poor despite generally weak capacity
to do so.
Analysis and
consultations identified five thematic areas where reform would make a
significant difference for poor women and where there are promising
opportunities to achieve significant change:
- improving women’s access to government social protection programs
- increasing women’s access to jobs and removing workplace discrimination
- improving conditions for women’s overseas labor migration
- strengthening women’s leadership for better maternal and reproductive health
- strengthening women's leadership to reduce violence against women
Identifying
new approaches to increase poor women's access to services is the
central purpose of this program. These solutions could include reform to
local
or national government (and in some cases private sector), policies,
regulations and services.
MAMPU Program is currently seeking the following position:
Position
: Human Resources & Administration Manager

: Finance and Operations Director
Duration
: 1 year with possibility of extension
The Human Resources & Administration
leads
and supports the development and implementation of human resource;
logistics, payroll, procurement and contracting of services, office
management practices, policies and procedures
under the supervision of the Finance and Operations Director.
Tasks:
- Supervises and mentors HR/Admin staff in the delivery of HR, logistics, supplier/contractor, and third party service providers in support of program operations.
- Consults with Team Leader in providing day to day HR guidance and services.
- Manages the development and implementation of local policies and procedures with regard to HR, contractor and supplier management in consultation with Finance and Operations Director.
- Manages and resolves complex employee relations issues with guidance from Team Leader. Conducts effective, thorough and objective investigations.
- Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance for the MAMPU Program with Indonesian Labor law.
- Provides day to day performance management guidance to line management (coaching, counseling, career development, disciplinary actions).
- Manages and leads recruitment and contractor management support activities for MAMPU Program in coordination with the other line managers.
Assess staffing needs as required. Identify and
recruit new and replacement staff including scheduling of contract
extensions, new contracts, and necessary terminations.
Prepare job descriptions, terms of reference and
submission of personnel requisitions in coordination with relevant unit
and Team Leader.
Establish and maintain personnel files and assess
training and development needs of field staff and provide appropriate
induction and orientation, training, supervision and support as
required.
Monitor and uphold staff conduct and discipline and organize regular performance evaluations of all staff.
Assist in the establishment of a payroll structure and payment procedures for national staff.
- Works closely with management and employees to improve work relationships, build morale, increase productivity and retention.
- Provides HR Policy guidance and interpretation for the MAMPU Program.
- Develops contract/employment terms for new hires, promotions, transfers and contracted resources in according with the Operational Manual for MAMPU.
- Manages locally benefits program in Indonesia and reviews all benefit and payroll changes prior to processing.
- Assist int'l employees with expatriate assignments and related HR matters, to include non-immigrant and immigrant visa matters.
- Maintains integrity of HR data through the local system and employee records in accordance with legal requirements and best practices.
- Manages performance review of all Short Term Advisors (STAs), long term advisors and local employees on an annual basis or as per DFAT procedures for STAs
- Manages the set-up and day to day delivery of office management; vendor and supplier relationships to meet operational needs.
- Leave planning management.
- Implements security measures as outline in the security manual for the Program.
- Manages filing and IT process to support office operations.
- Develops contract/employment terms for new hires, promotions, transfers and contracted resources in according with the Operational Manual for MAMPU.
- Manages locally benefits program in Indonesia and reviews all benefit and payroll changes prior to processing.
- Assist int'l employees with expatriate assignments and related HR matters, to include non-immigrant and immigrant visa matters.
- Maintains integrity of HR data through the local system and employee records in accordance with legal requirements and best practices.
- Manages performance review of all Short Term Advisors (STAs), long term advisors and local employees on an annual basis or as per DFAT procedures for STAs
- Manages the set-up and day to day delivery of office management; vendor and supplier relationships to meet operational needs.
- Leave planning management.
- Implements security measures as outline in the security manual for the Program.

- Organizes logistics for all events in support of Program activities.
Qualifications Required:
- Bachelor's degree
- Minimum
of 8 - 10 years progressive experience as HR manager, preferably as
part of a team implementing a donor funded program, preferably for
DFAT
- Demonstrated strong understanding of project management, including human resource management and contracts management
- A sound knowledge of Indonesian Labor laws
- Experience in the development of TORs and procurement process both domestically and internationally as per DFAT rules
- Deep knowledge of the Commonwealth Procurement Guidelines
- Experience managing staff and conducting performance review
- Knowledge of local market rates related to the procurement of local services and knowledge of compensation and wage structure for local employees
- Team orientated

- Fluent English and Indonesian
- Excellent verbal and written communication skills.
- Develop strong trusting relationships in order to gain support and achieve results.
- Manage multiple conflicting priorities.
- Be flexible and available to interact with employees at all levels.
