The Government of Indonesia
established a national trust fund mechanism called the Indonesian Climate
Change Trust Fund (ICCTF) in 2009 to attract, facilitate, and coordinate
financial support for climate change related activities. ICCTF is the first integrated
financial mechanism for Indonesia’s national policies and programs on
addressing climate change and has been in operation since 2010.
ICCTF is currently looking for qualified national candidates to fill the following positions:
I. PLANNING, MONITORING AND EVALUATION
MANAGER – Re-advertise (National)
Working
under the direct supervision of the PREP-ICCTF National Project Manager, the
Planning, Monitoring and Evaluation Manager PME Manager will assume the
responsibility of assuring the quality of projects funded by the ICCTF
Secretariat. The managing role of the PME Manager spans over the lifecycle of
ICCTF projects. With the support of the program team from Technical Windows
(land-based mitigation, energy and adaptation), the PME Manager will 1) ensure
the rigorous planning of new projects; 2) monitor the programmatic and
financial disbursement progress of ongoing projects; and 3) evaluate
development results from ICCTF-funded project and their contribution to
tackling climate change.
S/he
will provide guidance and supervise the work of the Planning, Monitoring and
Evaluation Unit. S/he will also meet regularly with the National Project
Manager and Head of Secretariat in order to provide evidence-based advice on
ICCTF’s strategic steering and positioning.
The
Manager promotes a collaborative, client-oriented approach consistent with
Government of Indonesia rules and regulations, ensuring successful ICCTF
operation. S/he
works in close collaboration with the Bappenas and UNDP
Indonesia CO.
Requirements:
- Minimum Master’s degree in international relations, political science, international financial management, environmental studies, development studies or any closely related field.
- Minimum 7 years of relevant experience at the national or international level in development issues and program/project monitoring and evaluation, preferably within a bilateral/multilateral development agency, at least 2 years of which must be in a similar capacity in the area of project management.
- Professional technical knowledge/expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation.
- Experience in monitoring and evaluation or aid programming with a background in the analysis of socio-economic issues and related policy matters, ideally within the UN system, line ministries or other national agencies.
- Hands-on experience in developing M&E framework, implementing M&E strategies, and liaising with project implementer from central and local government agencies, NGO/CSOs, and academics.
- Experience of working in the field of reporting and monitoring to include experience in developing plans, tracking results, reporting to different stakeholders.
- Demonstrated experience working with national stakeholders involved in the fight against climate change or environmental management.
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems, ideally Enterprise Resource Planning (ERP) systems.
- Familiarity with the government of Indonesia’s reporting system preferred, and experience with UNDP systems and program management approach is an advantage.
- Professional certification relevant to audit such as Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), or equivalent is desirable.
- Team player, able to manage and work cooperatively with colleagues of different national and cultural backgrounds. Proven record of attention to detail and work under pressure is required.
- Fluency in spoken and written in English is a must.
II. PLANNING, MONITORING AND
EVALUATION ASSISTANT – Re-advertise (National)
The Planning, Monitoring
and Evaluation (PME) Assistant will be responsible to support the PME team in
effectively implementing the planning, monitoring and evaluation of the ICCTF
Secretariat as well as ICCTF funded project activities. Under the guidance and
direct supervision of the PME Manager and National Project Manager s/he will also
be responsible for coordinating the activities of ICCTF’s institutional
development and transition toward a fully national setup.
The PME Assistant promotes
a collaborative, client-oriented approach consistent with Government of
Indonesia rules and regulations, ensuring successful ICCTF operation. S/he
works in close collaboration with the Bappenas and UNDP Indonesia CO.
Requirements:
- Minimum Bachelor’s Degree or equivalent from reputable university in natural resources management, economics, social science, spatial planning, international development, development studies, or any closely related field. Master's degree is desirable.
- Minimum 4 years of relevant experience at national or international level in program/project monitoring and evaluation preferably within a bilateral/multilateral development agency, at least 2 years of which must be in a similar capacity in the area of monitoring and evaluation related issues.
- Hands-on experience in liaising and working with government institution, non-government organization and university in developing the project proposal and managing the project.
- Experience of working in the field of reporting and monitoring to include experience in developing plans, tracking results, reporting to different stakeholders.
- Proven networking, team-building, facilitation of team work, organizational and communication skills is required.
- Experience in results-based management (RBM) is desirable.
- Remains calm, in control and good humored even under pressure.
- Work experience with Bappenas, trust fund management and UN system will be a significant advantage.
- Experience in the usage of office application (Word, Excel, Powerpoint, etc.) and web based knowledge management system.
- Excellent command of English and Bahasa Indonesia, both spoken and written.
III. RESILIENCE AND ADAPTATION WINDOW EXPERT (National)
Working under the guidance
and supervision of National Project Manager
(NPM) of PREP-ICCTF and Head of ICCTF Secretariat, the
Resilience and Adaptation Window
Expert will be responsible for leading the activities in the Resilience
and Adaptation Window, participating in the
monitoring and evaluation of ICCTF funded projects, and developing a project
pipeline in Resilience and Adaptation Window.
S/he shall also work hand-in-hand
with the NPM of PREP-ICCTF to support the
effective implementation of the PREP-ICCTF project as requested and appropriate, including such
tasks as the preparation and implementation of ICCTF
transition toward a National Trust Fund arrangement.
The Expert promotes a
collaborative, client-oriented approach consistent with Government of Indonesia
rules and regulations, ensuring successful ICCTF operation. S/he works in close collaboration with the Bappenas and UNDP Indonesia CO.
Requirements:
- Master’s Degree or equivalent in environmental studies, natural resources management, public health, coastal management, spatial planning, or other relevant discipline.
- Minimum 10 years working experience in the field of climate change adaptation, environmental management, coastal and fisheries, disaster management, at national and international level, with at least 2 years of which must be in a similar capacity at the regional or international organization in the development field.
- Experience in policy advocacy and public campaign, project selection and project management.
- Experience in liaising and working with government institution, non-government organization (NGO), international organization, academia, CSO, and private sector in developing the project proposal and managing the project.
- Experience in results-based management (RBM) is desirable.
- Experience in working with Bappenas and trust fund management insititution will be significant advantages.
- Experience in the usage of office application (Word, Excel, Powerpoint, etc.) and web based knowledge management system.
- Excellent command of English and Bahasa Indonesia, both spoken and written.
IV. RESILIENCE AND
ADAPTATION WINDOW ASSISTANT (National)
The Resilience and Adaptation Window
Assistant will be responsible to provide technical inputs and administrative
support to the project implementation and project proposal appraisal of
Resilience and Adaptation Window. Under the guidance and direct
supervision of Resilience
and Adaptation Window Expert and NPM of PREP-ICCTF, he/she will also be responsible in
maintaining the coordination of
activities and stakeholders of the current ICCTF operation and future ICCTF’s
organizational development.
The Resilience and
Adaptation Window Assistant works in close collaboration with the Planning,
Monitoring and Evaluation Unit of PREP-ICCTF, the Communication Assistant of
PREP-ICCTF, UNDP, Bappenas, executing agencies, and other line ministries on
ICCTF operation as required for the administrative or documentation issues and
exchange of information.
Requirements:
- Bachelor’s Degree in environmental studies, natural resources management, public health, coastal management, spatial planning, or other relevant discipline. Master’s Degree is strongly preferred.
- Minimum 4 years working experience in the fields of climate change adaptation, environmental management, coastal and fisheries, disaster management, at national or international level.
- Hands-on experience environmental research and community empowerment works in environmental management.
- Hands-on experience in liaising and working with government institution, non-government organization and university in developing the project proposal and managing the project.
- Proven networking, team-building, facilitation of team work, organizational and communication skills is required.
- Work experience with international organization, Bappenas, and trust fund management institution will be a significant advantage.
- Experience in the use of computers and office software packages and database software packages.
- Excellent command of English and Bahasa Indonesia, both spoken and written.
