The

with worldwide operations. PAKLIM, a Program advising and supporting
the national government, local governments and industries with climate
change mitigation and adaptation initiatives. Our Work Area 2 ‘Climate
Policy Advice in Provinces, Cities and Districts, is looking for a
SENIOR ADVISOR
With
support from PAKLIM, the Ministry of Energy and Mineral Resources
established the Smart Street Lighting Initiative (SSLI). The program
aims at systematically improving the efficiency of urban street lighting
systems in Indonesia. The SSLI is designed as a Nationally Appropriate
Mitigation Action and encompasses the following activities from 2014
until 2019:

Replacement of conventional street lights with more energy efficient (LED) street lights in SSLI partner cities
·
Capacity building in SSLI partner cities to install and maintain energy-efficient street lights
·
Technical assistance to support more rapid uptake of meters and ESCO participation
·
Development of energy efficiency performance and safety standards for efficient lighting products
·
Awareness-raising on usage of energy-efficient street lighting technologies among relevant stakeholders

A. Responsibilities
The senior advisor is based in Jakarta and is responsible for:

Coordinating and managing of the Smart Street Lighting Initiative (SSLI) program to achieve its results;
·
Monitor project progress, review reports and
documents concerning the progress of collaborative programs, determine
bottlenecks and recommend alternative courses of management action to
the team leader of PAKLIM working area 2.
Within this context, he is expected to fulfil the following tasks:
B. Tasks
1. Professional Advising and Consulting
·
Advice Indonesian cities on how to take part and benefit from the Smart Street Lighting Initiative.
·
Organize capacity building measures for SSLI partner cities as outlined in the SSLI implementation plan
·
Contribute to the policy development formulation at national level
·
Contribute to the preparation and implementation of
the consultation process, the SSLI program’s activities and efforts in
the regions;
·
Providing substantial inputs to the implementation strategy at sub-national level
·
Assist province coordinators and partners in
conceptualizing, preparing and implementing workshops, seminars, and
other events on subjects that are related to the program’s/project’s
field of activities;
·
Develop and organize quality assurance and propose necessary changes, improvements, and initiatives;
·
Monitor project progress, review reports and
documents concerning the progress of collaborative programs, determine
bottlenecks and recommend alternative courses of management action to
the team leader of PAKLIM WA 2 and WA1
·
Ensure the quality of the advisory processes
managed by the province coordinators and implementing partners, both in
terms of substance and timing of inputs.
2. Networking and Cooperation
·
Maintain close contact with SSLI partner cities throughout Indonesia in accordance with the requirements of the SSLI.
·
Coordinate the strategy of the SSLI with other
implementing partners i.e. Co-operate with and ensure regular contacts,
dialogues: organize Public Relations work and cooperate with relevant
organizations, nongovernmental bodies and persons
within the program’s/project’s environment as well as with other
projects in order to enhance and maintain good working relationships

Initiate cooperation with other potential partners:
Energy Services Companies, associations, private sector partners, etc,
to ensure succesful implementation of SSLI.
3. Knowledge Management
·
Establish a monitoring and evaluation system to track and evaluate the progress and performance of the SSLI
·
Establish and maintain website-based information system about the SSLI
·
Prepare reports and presentation materials
4. Management and Coordination Tasks
·
Coordination of the project works so that the objective and indicators can be achieved
·
Supervise consultants for the project
·
Prepare the budget for key events and related financial documentation in cooperation with the financial officer
·
Monitor operational budget against funds availability for the different program components
·
In the absence of team leader, undertake appropriate actions to facilitate continued operation of the program
·
Write project progress and monitoring reports
C. Required qualifications, competences and experience
Qualifications
·
Masters/MSc in an area that is related to the
project/programme objectives, with a focus on a relevant field such as
(energy) economics or engineering;
·
In-depth understanding of GHG mitigation measures in the energy sector, especially in the area of energy efficiency.
Professional experience
·
5-7 years’ professional experience, with at least 5
years’ professional experience in a comparable position and field
(energy management / energy efficiency / climate mitigation)
Other knowledge, additional competences
·
Highly motivated to establish new initiative in complex project environment
·
Very good English and Indonesian skills in writing and speaking
·
Very good working knowledge of ITC technologies
(related software, phone, fax, email, the internet) and computer
applications (e.g. MS Office)
·
Proven track record in a managerial position
·
Willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management
